This position is located in UN Environment, Corporate Services Division, Budget Unit in Nairobi.
Under the direct supervision of the Head of Budget Unit, the incumbent will be responsible for the following duties:
Responsibilities
Budget preparation: Reviewing and analyzing data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements and in
accordance with the UN Environment Programme of Work and activities mandated by the member states:
Providing support to managers with respect to the elaboration of resource requirements and assisting in the preparation and submission of the budget proposals and allocations for the
Regular Budget, Environment Fund, and Programme Support Cost (PSC).
Providing support in the preparation and monitoring of the UN Environment Assembly (UNEA) budget and funding status.
Providing substantive support to relevant intergovernmental and expert bodies in their budget review; in particular, assisting in securing proposals support from the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and approval by the Fifth Committee of the General Assembly.
Ensuring that legislative mandates are accurately translated into programme budgets.
Budget administration: Monitoring utilization of the overall Environment Fund, Regular Budget and Programme Support Cost budget and recommending reallocation of funds when
necessary.
Monitoring expenditures of Corporate Services Division, Executive Office, Evaluation office and Strategic Programme Policy Division to ensure that they remain within authorized levels.
Monitoring extra-budgetary resources, reviews draft agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
Reviewing all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.
Reviewing and making appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
Preparing periodic and ad-hoc reports including monthly budget dashboard reports to senior management, Programme Performance Reports (PPR) to UN Environment Senior Management as well as to the Committee of Permanent Representatives (CPR).
Managing approved staffing table for Corporate Services Division, Executive Office, Evaluation office and Strategic Programme Policy Division.
Preparing monthly post incumbency reports and update the positions' cost distribution in the UN ERP (Umoja) Organization Management Module to ensure correct coding blocks are
charged.
General: Keeping up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations accounting standards (IPSAS) as well as policies and procedures.
Providing guidance to staff with respect to transaction processing in UMOJA as well as Business Intelligence (BI) reports.
Monitoring and supervising the work of subordinate staff fostering a cohesive and mutually supportive team spirit.
Drafting Standard Operating
Procedures (SOPs), circulars, budget proposals and other official correspondence in own area of work for review by the supervisor.
Performing other related duties, as assigned.

Education
An advanced university degree (Master's degree or equivalent) in business administration, finance, or in a related area.
A first-level university degree in combination with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
Proven working experience/knowledge of Enterprise Resource Planning (ERP) systems is required.
Experience in Regular Budget preparation and the formulation of substantive assessed and non-assessed, Programme of Work Budgets is required. Experience with management reports and use of reports in Business Intelligence is desirable.
Languages
English and French are the working languages of the United Nations Secretariat.
For the post advertised, fluency in oral and written English is required.
Knowledge of another UN official language is desirable.
