Org. Setting and Reporting

This position is located in the Gender Affairs Unit in the United Nations Mission in Southern Sudan (UNMISS) in Juba. Juba is classified as an “E” hardship duty station and a non-family duty station. The Gender Affairs Officer reports to the Chief Gender Affairs Officer.

Mandate On 9 July 2011 South Sudan became the newest country in the world. The birth of the Republic of South Sudan is the culmination of a six-year peace process which began with the signing of the Comprehensive Peace Agreement (CPA) in 2005.


In adopting resolution 1996 (2011) on 8 July 2011, the Security Council determined that the situation faced by South Sudan continued to constitute a threat to international peace and security in the region and established the United Nations Mission in the Republic of South Sudan (UNMISS) to consolidate peace and security and to help establish conditions for development.

Following the crisis which broke out in South Sudan in December 2013, the Security Council, by its resolution 2155 (2014) of 27 May
2014, reinforced UNMISS and reprioritized its mandate towards the protection of civilians, human rights monitoring, and support for the delivery of humanitarian assistance and for the implementation of the Cessation of Hostilities Agreement.

The current mandate 2327 (2016) calls for systematic efforts for gender mainstreaming in all components of the mission mandate as well as added emphasis on reporting its progress.

Responsibilities

Within delegated authority, the Gender Affairs Officer will be responsible for the following duties:

• Supports and guides the implementation of UN Security Council Resolutions on Women, Peace and Security and the Policy on DPKO/DFS Gender Equality in Peacekeeping Operations in all work components of the mission activities that fosters women’s political participation, gender sensitive approaches, and promoting women’s role in national dialogue;

• Provides gender-sensitive technical assistance to all UNMISS sections;

• Drafts, edits and provides substantive inputs for periodic reports, briefings and speeches on gender equality related issues;

• Contributes to the design and implementation of a mission-wide action plan to translate existing mandates and policies on the promotion of gender equality in all activities of UNMISS;

• Contributes in developing and delivering induction and in-mission training with the Integrated Mission Training Centre (IMTC) on gender mainstreaming, gender equality, and conflict related sexual violence for all levels of peace keeping personnel (military, police and civilians) and other topics requested by Senior Management;

• Conducts substantive research and analysis of gender issues in utilizing analytical monitoring and evaluation processes, including indicators and benchmarks, to ensure measurement of progress in mainstreaming gender in the mission’s activities;

• Assists the Senior Gender Adviser to coordinate and supports the UN system on women’s empowerment, and plays a catalytic role in strengthening women’s and civil society programmatic initiatives;

• Collaborates with UN Agencies, Funds and Programmes that have complementary mandates for the promotion of women’s and girls' rights. Coordinates with other UN agencies through participating in and leading, as appropriate, relevant country-level mechanisms for humanitarian coordination on gender-based violence such as the Protection Cluster and Gender-Based Violence (GBV) sub-cluster/working group, as well as with relevant national institutions and NGOs;

• Represents the mission at national and/or regional meetings, workshops and training programs on the development and promotion of gender and sexual violence issues;

• Establishes working relationships with mission’s divisions and sections;

• Inputs to planning processes, including results- based budgeting (RBB) and reporting;

• Provides day-to-day supervision of staff, when needed; carries out programmatic/substantive reviews of work and reports prepared by others;

• Provides support to the Women Focal Point in the mission;

• Performs other duties as required.
