Key function, accountability and related duties/tasks

Under the supervision of the OIC Chief, Health, the consultant will be responsible for finalizing the OHEP roadmap and the community engagement strategies and apply following strategies:

  • Provide technical support and write-up for the OHEP roadmap and community engagement strategies by reviewing the draft roadmap and strategies, desk review, and incorporating the HEP assessment synthesized recommendations;
  • Bring the strong international expertise to shape the OHEP roadmap with the global community health roadmap, health policy and system support to optimize community health worker programmes and the community engagement approaches;
  • Carry-out in-depth interview and focus discussions whenever necessary;
  • Faciliate workshop/s to endorse the documents by the stakeholders;
  • Work closely with the HEP-PHC Directorate/FMOH, OHEP national consultant and developing partners;
  • Work closely with responsible UNICEF Health Specialists and Officers on revisions and changes;
  • Develop concept note a resource mobilization.
  • Key competencies, Technical Background and Experience Required

    The successful consultant should offer the following range of skills and experience:

    Technical Competencies

  • Good understanding of universal health coverage, primary health care, community health, community engagement, linking health systems and communities, knowledge of health in Ethiopia or other developing countries.
  • Excellent oral and written communication and report & roadmap or strategies writing skills in English. Writing samples may be requested.
  • Good knowledge of the application of the equity lens and human rights perspectives to programming;
  • Good ability to support translation of analytical findings and evidence into a cohesive narrative.
  • Excellent ability to collect, treat and analyse data. Advanced computer literacy expected in Word, Excel and Power Point.

    Education

  • Advanced University Degree in development and/or social sciences, public health or related technical field is required.

    Experience

  • At least five (5) years progressively advanced work experience in the international development, some of which should be in a developing countries context
  • Demonstrated experience in producing documents, roadmap, strategies, proposals or reports for countries.
  • Experience working in the UN system agency or UN organization is an asset
  • Experience implementing Health programmes will be considered an asset

    Language requirements

  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset

    The consultant will work under the direct supervision of the OIC Chief, Health and in close collaboration with the Cluster Leads and Health Specialist and Officers

    General Conditions: Procedures and Logistics

  • UNICEF will pay the consultant DSA for overnight travel.
  • UNICEF will pay the expected fee and DSA for all the days that the consultant has been with UNICEF including travel days and not only for the days for story writing
  • UNICEF will ensure transport to and at the project site.
  • UNICEF will ensure that consultant will be accompanied by technical officer (UNICEF or partner) who can also serve as translator.
  • UNICEF will provide guidelines about human interest story writing, reporting, development of concept notes and proposal development and photography, 1 week prior
    to the mission.
  • UNICEF will provide all background documents needed – 1 week prior to the mission – to familiarize the writer with the subject.
  • UNICEF will provide consent form
  • The consultant will be responsible for food and lodging.
  • The consultant should provide his/her own materials i.e. laptop, phone, internet connection,
  • Upon signing of waiver form, the consultant is authorised to have use UNICEF transport.

    Policy both parties should be aware of:

  • Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
  • Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or contractor.
  • For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorisation is issued.
  • No consultant may travel without a signed travel authorisation prior to the commencement of the journey to the duty station.
  • Unless authorised, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorised to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to sign the Health statement for consultants/ Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
  • The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.
