Purpose of the AssignmentAdaption of the PSNP4 GSD and Nutrition-related Training Materials to the Pastoral Context and Development of Plan of Action for Implementation
Assignment TasksThe assignment will require to fulfil the following specific tasks:
Desk Literature Review: Identify and compile relevant studies, publications and reports about specific gender, social development and nutrition aspects in pastoral regions of Ethiopia, as well as related to similar contexts in a global perspective (this should also include work done by NGOs in Ethiopia in pastoral regions);
To review the documented lessons learned from the ToTs on PSNP GSD and Nutrition-related provisions in the highland regions as well as the findings from the lowland Gender Assessment (2017), and integrate these into the adjustment process of the training materials for the pastoral regions;
To assess the viability of ToT model in pastoral areas and make recommendations on how the cascade model can be made effective in such regions;
To develop relevant and tailor-made contents, stories and illustrations for an adjusted version of the existing GSD and Nutrition-related PNSP training materials and consider the development of additional materials, if this need is identified;
To consult and work closely with the two pastoral regions (Somali and Afar) to ensure the relevance and ownership of the materials at regional levels – this involves regular travel to the regions to attend face-to-face meetings and consultations;
To consult and work closely with relevant stakeholders at national level (FSCD, MoLSA, MoH, NTF, Social Development Task Force – SDTF) to ensure relevance and ownership of the materials at national level;
To prepare draft PSNP GSD and nutrition-related training materials and present them to the regional authorities of pastoral regions and federal stakeholders (NTF, SDTF) for endorsement;
To adapt the developed training materials based on the inputs provided by regional and national PSNP stakeholders;
To develop a comprehensive Plan of Action for implementation of ToTs (including cascading to Kebele levels) based on the adjusted training materials, in close collaboration with regional and federal PSNP stakeholders;
To present the final draft of adjusted training materials as well as suggested Plan of Action for Implementation to relevant (regional and federal) stakeholders in the context of a national validation workshop;
To finalize and submit the training materials and Plan of Action for Implementation to UNICEF and the NTF, incorporating comments from Regional Bureaus and Federal stakeholders.
To translate the endorsed training materials and Plan of Action for Implementation to relevant languages of pastoral regions (Somali and Afar).
To initiate the establishment of a multi-sectoral training team and provide initial orientation on the implementation of the developed Plan of Action.
To develop a simple, ready to use and easy to deliver model that is suited to pastoralist context.
Expected Deliverables
The following are expected deliverables
and indicative timelines from the consultant:
Comprehensive Literature Desk Review and Review of lessons learned from the ToTs on GSD and Nutrition-related PSNP4 provisions in highland regions (2-3 weeks);
Concept of tailored GSD and Nutrition-related training materials for pastoral PSNP regions and Plan of Action for effective implementation of ToTs, based on the adjusted training materials (2-3 weeks);
Draft Training materials on GSD and Nutrition-related PSNP4 provisions and Plan of Action for effective implementation of ToTs, based on the adjusted training materials (3-4 weeks);
Final Training materials on GSD and Nutrition-related PSNP4 provisions and Plan of Action for effective implementation of ToTs, based on the adjusted training materials in English, Amharic and pastoral languages (3-4 weeks).
Reporting and payment schedule
25% on delivery of comprehensive Desk Literature Review as well as Draft Concept for GSD and Nutrition-related PSNP4 training materials and Plan of Action for effective implementation of ToTs, based on the adjusted training materials.
25% on delivery of draft GSD and Nutrition-related PSNP4 Training Materials and Plan of Action for effective implementation of ToTs, based on the adjusted training materials.
25% on delivery of National Validation Workshop to regional and federal PSNP stakeholders.
25% on submission of final GSD and Nutrition-related PSNP4 training materials and Plan of Action for effective implementation of ToTs, based on the adjusted training materials, endorsed by NTF and Regional Bureaus in different languages of English, Amharic and pastoral languages (Somali and Afar).
Qualifications of Successful Candidate
Education
An advanced degree in Social Sciences, Public Health, Gender Studies, Development Studies or similar with focus on Nutrition, Gender and Social Protection related topics;
Years of relevant experience
A minimum of 8 years of professional experience working on GSD and Nutrition-related topics related to pastoral societies, ideally in the context of National Social Protection Programmes in Ethiopia, e.g. the PSNP;
Extensive knowledge of relevant Social Protection policies in Ethiopia and related GSD and nutrition provisions in pastoral regions;
Technical experience with working in/with the GSD and Nutrition as well as Social Protection sector of Ethiopia;
Solid technical background in developing practical oriented training tools for pastoral contexts and societies in Ethiopia;
Proven experience in the design and implementation of participatory trainings in the area of GSD and Nutrition in Ethiopia;
Excellent interpersonal, communication and time management skills;
Self-motivated with the ability to prioritize, meet deadlines, and manage changing priorities;
Proven ability to be flexible and hard-working, both independently and in a team environment, in a high pressure on-call environment with changing priorities;
Willingness to work occasionally outside of normal business hours and travel to pastoral regions frequently;
Excellent English oral and written communication skills as well as very good knowledge of Amharic and relevant languages in pastoral regions (Somali and Afar)
