Responsibilities

  • Under the supervision of the Health Specialist, consultant will support the CSD Section through documenting the inception, design, development and implementation of information/data systems e.g. FamilyConnect, mTrac and DHIS 2 in Uganda.
  • Key support provided under this ToR will include meeting with MoH, UNICEF, partners and districts to document the design, development, implementation and lessons learned of the health facility and community health information systems UNICEF has supported in Uganda since 2011 i.e. DHIS 2, mTrac, FamilyConnect and the iHRIS Community Health Worker Registry.

    Background

    UNICEF Uganda is making significant investments in improving programme and supply monitoring processes, coordination and quality assurance of key reporting processes, information systems, data collection and dissemination systems at the national and sub-national levels.

    The deployment of innovative solutions and particularly, information systems, that will reinforce monitoring efforts in a scalable and sustainable way as well as timely action/response is a key component of these investments in system strengthening.

    In this vein, UNICEF Uganda is working on translating the Government of Uganda and Ministry of Health policies and frameworks on information systems development to reduce programmatic, operational and reputational risks while improving the delivery and quality of information/data systems for enhanced end-use monitoring, real-time tracking of key indicators, and two-way communication with beneficiaries.

    Key Tasks:

  • Work with the Health Officer, Health Systems Strengthening to outline the key steps taken during design, development, implementation and scale up of FamilyConnect in line with the principles of Digital Development.
  • Work together with Health Information Systems (HIS) Specialist, Health Systems Strengthening and District Health Teams in selected districts to understand how districts are using DHIS 2 and mTrac.
  • Develop qualitative evidence to document the impact of DHIS 2 and mTrac on health service delivery and people’s lives in the community.
  • Work together with Health Officer, Health Systems Strengthening and District Health Teams in selected districts to
    (1) understand how DHTs and communities are using FamilyConnect, in addition to the effect FamilyConnect has on the perception of their own healthcare and health seeking behaviour, (2) understand how women and men relate to FamilyConnect, and
    (3) how FamilyConnect may change relationships between users and health care professionals. Develop qualitative evidence to document the impact FamilyConnect has on health service delivery and people’s lives in the community.
  • Work together with Ministry of Health, District Health Teams, IntraHealth and UNICEF Health Officer and HIS Specialist in selected districts to understand
    (1) how districts are using the iHRIS Community Health Worker Registry, and
    (2) if and how the iHRIS Community Health Worker Registry changes relationships between VHTs, health care professionals and districts, and
    (3) how the integration of FamilyConnect and the iHRIS Community Health Worker Registry was implemented.
  • Develop qualitative evidence to document the impact the integration of the iHRIS Community Health Worker Registry and FamilyConnect has on health service delivery and people’s lives in the community.
  • Coordinate with T4D focal points in the UCO and other relevant stakeholders
    to document technical/platform and implementation gaps in the Health Information Systems supported by UNICEF with the aim of identifying and highlighting technical/platform and implementation gaps that may hinder scale-up.
  • Work with the HIS Specialist Health Systems Strengthening, UNICEF ICT Unit, Ministry of Health, WHO and partners to outline and document the key steps taken during design, implementation, scale up and upgrade of mTrac with specific examples on stakeholder management, accreditation processes, government buy in and support to traditional program implementation
  • Work with HIS Specialist Health Systems Strengthening, UNICEF ICT Unit and partners to develop a feature story on RapidPro scale up for mTrac as a global good including the middleware application that supports the health information exchange between DHIS 2 and mTrac.
  • Work with the Health Officer, Health Systems Strengthening, HIS Specialist, Health Systems Strengthening, MoH and districts to document the lessons learned and recommendations from the Family Connect Analytics Module.
  • To qualify asan advocate for every child you will have…
  • Any combination of education and training equivalent to possession of a Master’s degree in Communication, Project Management, Monitoring and Evaluation and/or Anthropology that demonstrates the ability to perform the duties and responsibilities as described.
  • At least three years’ experience in Project Management or Monitoring and Evaluation.
  • Related experience in documenting information systems or mobile phone based applications, including for smartphones and/or SMS and USSD.
  • Excellent oral and written communication skills.
  • Fluency in English.

    Recommended - Knowledge of:
  • Mobile based systems for health.
    Ugandan government and health sector, especially community health sector.
  • Skills and knowledge of documentation of projects and case study development

    Skill and Ability to:
  • Travel extensively in remote parts of Uganda.
  • Communicate effectively in both oral and written forms; interact with users and office staff in non-technical, clear terms.
  • Work independently and as a team member.
  • Set priorities and organize work to meet strict deadlines.
  • Make decisions on a variety of complex matters
