Purpose of the Assignment

To build capacity of the Ministry of Women, Children and Youth Communication department.

How can you make a difference?

Specific Tasks

  • Review skills gaps of MoWCY PR staff and develop training content.
  • Identify and recruit additional trainers.
  • Conduct training of the Ministry’s PR staff in new skills covering the following areas:
  • Social media/web site administration /
  • Use of DV Cams
  • Video editing
  • Basic photography
  • Story and feature writing
  • How to prepare a documentary, advertisement, and promotional materials
  • Graphic design and layout
  • Web administration
  • Event organization and management
  • Developing and managing advocacy campaigns.
  • Review/overhaul/modernize all existing digital platforms and ensure they remain up-to-date (Twitter, Facebook, Website).
  • Oversee content development and monitor digital media reach to gauge progress and impact.
  • Assist the Ministry to develop a multi-year communication strategy and associated 2019 communication plan.
  • Identify opportunities and provide mentorship to selected staff.

    Methodology

    The consultant will be based in the Ministry and provide day-to-day support to the PR department. He/she will be required to liaise with the UNICEF Chief of Communication on a regular basis to assess and report on progress. Regular meetings will also be held between the Ministry, the consultant, and UNICEF.

    UNICEF will recruit and hire the consultant using its rules and regulations but will consult the Ministry on the choice of candidate as per set criteria. All arrangements related to hiring the venue for the training will be done by UNICEF and all payments made directly to the service provider.

    Expected Deliverable

  • Skills mapping conducted, and gaps identified.
  • Training plan developed, and training conducted.
  • Existing Ministry platforms reviewed and recommendations for improvement submitted to the Ministry for approval.
  • An audience baseline for the Ministry’s social media platforms established (readership/viewership/followership/users of information, etc) and growth monitored monthly.
  • A multi-year communication strategy and 2019 work plan developed and approved.
  • Content developed regularly, and digital media reach monitored to gauge progress and impact.
  • At least two staff mentored to regularly update content and keep the platforms active and fresh.
  • End of assignment report.

    Reporting

    A report of progress will be submitted to the supervisor as per the payment schedule below and follow-up meetings held to assess progress and plan subsequent activities.

    To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in in mass communication, journalism or a related social science field.*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of Eight (8) of relevant professional experience in Communication
    Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Previous experience working with a Government Ministry or Department an added advantage.
  • Good analytical, negotiating, communication and advocacy skills, and report writing skills.
  • Experience working with social media is required.
