Development of Teaching and Learning materials

Purpose

MoGEI is seeking for a publisher and printing companies to provide technical support in the development of primary and secondary school text books for the newly approved curriculum of South Sudan.

The main purpose of this consultancy is to provide the MoGEI with technical support in writing text books for the improvement of learning outcomes of the learners in the Republic of South Sudan through writing of textbooks, and printing of samples for evaluation purposes for the newly approved South Sudan national curriculum for primary and secondary schools from primary1 to 8, and from senior 1 to 4.

The contracted institution will be expected to work closely with GPE team, UNICEF and experienced MoGEI officials from the department of curriculum development, UNICEF is seeking to contract the expert of publishing and printing companies to support the MoGEI in the writing of the text books.

The consultancy will be managed by UNICEF Chief of Education, Directorate of Quality Promotion and Innovation; and a technical committee. All products will be approved by the MoGEI technical committee and UNICEF. The consultancy will have the following specific objectives:

Specific objectives

  • To support the MoGEI in the development of textbooks’ writing for primary and secondary based on the new curriculum

  • To develop quality teaching and learning materials for the newly approved South Sudan national curriculum for primary and secondary schools, as required by South Sudan textbooks evaluation criteria

    Scope of Work

  • The work will mainly focus on the development of the textbooks for primary and secondary schools on the newly approved national curriculum
    of the Republic of South Sudan.

    Deliverables and payment schedule

    Publishers’ are expected to develop the textbooks for primary and secondary, and to work closely with MoGEI and UNICEF to ensure that expected products are of high quality and value for money.

    Publishers are expected to share drafts of their work with MoGEI and UNICEF and all outputs have to be approved by a technical committee housed at the MoGEI that comprised of experts in primary and secondary education, and who have gender, peacebuilding and conflict-sensitive lenses; and all drafts and or final documents to be submitted in electronic and hard copies to UNICEF/MoGEI.

    Qualification requirements

    The institution is expected to have experienced and skilled personnel who have worked on development of textbooks in specific subject the institution must have documentary evidence in support of period of existence, core business financial, and administrative strength /standing, personnel with qualifications and appropriate skills in the field of textbooks development and publishing, experience in carrying out assignment of similar nature and complexity, technical and managerial organization of the firm, technical capabilities and other relevant information.

    The EoI must include numbers of subjects’ specialists with their CVs, publisher’s proposed types of printing machines, capacity, numbers and volume of similar project implemented in the past and schedule of work plan.

    Evaluation criteria

    The evaluation procedure will focus on both technical and financial suitability. The weights of 70% and 30% shall be applied for technical and financial compliance respectively.

    Only institutions scoring at least 70% of the maximum score during technical evaluation will be considered for financial evaluation.
