  • This position is located in the Programme Office in Ethiopia (POETH) with duty station in Addis Ababa, under the UNODC Regional Office for Eastern Africa (ROEA) in Nairobi, Kenya, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC).

  • The incumbent will work under the overall supervision of the UNODC Representative for Eastern Africa (ROEA) and under the direct supervision of the Programme Management Officer heading the Transnational Organised Crime and Illicit Trafficking Programme for Eastern Africa.

  • The incumbent will work in close cooperation and coordination with the Crime Prevention and Criminal Justice Officer (Trafficking in Persons and Smuggling of Migrants), the Crime Prevention and Criminal Justice Officer (Law Enforcement Expert), and in coordination with the Organized Crime Branch (OCB) including its Human Trafficking and the Migrant Smuggling Section (HTMSS) at UNODC headquarters in Vienna.

    Responsibilities

    The incumbent of the post will perform the following tasks:

    •Work with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects; monitor and analyse specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions;

    •Work substantively and technically by supporting the Programme Management Officer heading the Transnational Organized Crime and Illicit Trafficking Programme for Eastern Africa and Crime Prevention and Criminal Justice Officers in the implementation of the Organized Crime and Illicit Trafficking Regional Programme for Eastern Africa with respect to the programming in Ethiopia.

    •Contribute to the implementation of Organized Crime and Illicit Trafficking Regional Programme by providing substantive and technical expertise and by supporting the identification of technical assistance needs for capacity building with a special focus on trafficking in persons and smuggling of migrants.

    •Provide assistance in implementing the project activities with a special focus on trafficking in persons and smuggling of migrants (including procurement and arrangements for workshops and seminars) in line with the projects document and the annual project work plan, and in line with UN financial rules and regulations, in close coordination with the Government counterparts, donors and other stakeholders, based on best practices, including UN/UNODC manuals, handbooks, guides, and standards and norms;

    •Carry out basic research on selected aspects of programmes, operations and other activities, etc. in particular on human trafficking and smuggling, to include collecting, analysing and presenting statistical data and other information gathered from diverse sources.

    •Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends, participation in impact evaluation or equivalent studies.

    •Assist in performing assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

    •Participate in survey initiatives; issue data collection tools, review, analyse and interpret responses, identify problems/issues and prepare preliminary conclusions.

    •Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, and inputs to publications.

    •Provide administrative and substantive support to consultative and other meetings, and conferences, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling and logistics.

    •Undertake outreach activities; participate in the development of training workshops, and seminars;
    participate in and make presentations on assigned topics/activities.

    •Participate in field missions, including provision of substantive and administrative support, and data collection.

    •Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, and programme budget.

    •Perform other work-related duties as required.

    Education

  • An advanced university degree (Master's degree or equivalent) in law, criminal justice, criminology, political science or related field is required.

  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of two years of progressively responsible professional experience in investigating or prosecuting Transnational Organized Crime as law enforcement officer or prosecutor is required

  • Experience in programme or project administration, management and technical cooperation involving criminal justice as well as law enforcement issues is required

  • Experience in developing and implementing law enforcement capacity building activities aimed at countering transnational organised crime is required.

  • Work experience within the United Nations system or similar international organization and knowledge of the work of UNODC is desirable.

  • Specialized working experience and background/knowledge of human trafficking, smuggling of migrants or mixed migration is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat.

  • For the post advertised, fluency in English and the local language, i.e. oral and written proficiency is required.

  • Knowledge of another official United Nations language is an advantage.
