  • This position is located in the UNODC Programme Office in Ethiopia (POETH) with duty station in Addis Ababa, Ethiopia, under the UNODC Regional Office for Eastern Africa (ROEA) in Nairobi, Kenya.

  • The incumbent will work under the overall supervision of the UNODC Representative for Eastern Africa (ROEA) and under the direct supervision of the Programme Management Officer heading the Transnational Organized Crime and Illicit Trafficking Programme for Eastern Africa.

  • The incumbent will work in close cooperation and coordination with the Crime Prevention and Criminal Justice Officer (Trafficking in Persons and Smuggling of Migrants), the Crime Prevention and Criminal Justice Officer (Law Enforcement Expert) and in coordination with the Organized Crime Branch (OCB) including its Human Trafficking and the Migrant Smuggling Section (HTMSS) at UNODC headquarters in Vienna.

    Responsibilities

  • Within assigned authority and within the framework of the Transnational Organized Crime and Illicit Trafficking Programme for Eastern Africa, the incumbent will assist the Programme Management Officer heading the Transnational Organized Crime and Illicit Trafficking Programme for Eastern Africa with the day to day management of programme activities related to the Enhancing Effective and Victim-Centered Criminal Justice Responses to Trafficking in Persons (TiP) in Ethiopia, the Better Migration Management (BMM) programme in Ethiopia and Eritrea, and other countering Transnational Organized Crime and Illicit Trafficking programming in Ethiopia and Eritrea.

    The incumbent will perform the following tasks

    •Assist the Programme Management Officer heading the Programme and Crime Prevention and Criminal Justice Officers to develop, coordinate, implement and evaluate countering Trafficking in Persons and Smuggling of Migrants programme activities in Ethiopia and Eritrea.

    •Support programme management and coordination of programme activities; assist with the preparation or revision of programme or project documents, budget, work plans and reports, including programme activity reports and programme performance reports; assist with monitoring and analyzing specific aspects of programme; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.

    •Assist with the development, coordination and implementation of capacity-building activities for criminal justice practitioners on countering Transnational Organized Crime, especially Trafficking in Persons and Smuggling of Migrants, including needs assessments at the regional and national level, capacity-building workshops, study tours and advice in relation to capacity-building.

    •Support the overall programme implementation, substantive refinement and assessment of the regional programme and programme activities managed by UNODC ROEA and POETH: Contribute to the identification and assessment of technical assistance priorities and strategies of donors active in countering transnational organized crime, including Trafficking in Persons and Smuggling of Migrants initiatives; prepare programme and project proposals and ideas for inclusion in national, regional and global UNODC programmes and funding proposals to donors; undertake consultations with relevant international regional and national stakeholders, entities and NGOs, as required.

    •Support consultations on policy and technical matters with participating countries, donors and other stakeholders regarding countering Transnational Organized Crime, especially Trafficking in Persons and Smuggling of Migrants; support cooperation and coordination with headquarters, other field offices and other relevant entities on implementation arrangements, potential partners and detailed specifications for programme activities against Transnational Organized Crime, especially Trafficking in Persons and Smuggling of Migrants.

    •Assist with the preparation of technical presentations on UNODC regional activities; support substantive presentations on behalf of UNODC on Transnational Organized Crime, especially Trafficking in Persons and Smuggling of Migrants at relevant international, regional and national law enforcement and criminal justice events, as required.

    •Assist with the preparation of a variety of written outputs, such as
    background papers, correspondence with governments, working papers, mission reports, regular and ad hoc reports, studies, summary reports, manuals, etc; collect and compile relevant background data and information; undertake desk research and assessment missions.

    •Perform other work-related duties as required.

  • Has knowledge and specialization in the field of Transnational Organized Crime, especially Trafficking in Persons and Smuggling of Migrants.

  • Has knowledge of policies and practices in crime prevention and criminal justice as well as the mandates of the United Nations Office on Drugs and Crime.

    Education

  • An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, criminology, or related field is required.

  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

    Work Experience

  • A minimum of two years of relevant progressively responsible professional experience in programme management relevant to crime prevention and criminal justice issues or the successful completion of the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

  • Experience in programme and project development, coordination and implementation relevant to crime prevention and criminal justice issues is required

  • Experience in coordinating and delivering law enforcement capacity building is desirable.

  • Operational experience with the United Nations system or similar international organization is desirable.

  • Field experience is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat.

  • For this position fluency in English is required.

  • Knowledge of French is desirable.

  • Knowledge of another official United Nations language is an advantage
