Main Purpose of the Job

This role is primarily responsible to support the UTB Quality Assurance and Standards function. The Senior Registration and Licensing officer is responsible to develop, plan and lead the implementation of strategic initiatives to support compliance throughout the entire value
chain.

Minimum Qualifications and Certifications

Honours Bachelor’s degree in either Tourism, Hospitality or Law

Master’s degree in any of the above qualifications is a requirement

EAC Certified Hotel Assessor is an added advantage.

Experience:

At least Three years of service in a busy and reputable organisation.

Technical Competencies

Ability to lead the formulation and development of Quality Assurance related strategies, plans and programs,

Understanding of the tourism industry (Government Policy and Private Sector Stakeholder landscape)

Proven ability to develop strategic linkages, partnerships and networks with Government Agencies, private sector actors, and Development Partners

Ability to constantly scan the tourism sector in order to identify opportunities or address
emerging situations for the benefit of stakeholders

Business intelligence and analytical skills

Excellent communication and report writing skills

Project management and implementation skills

Research/ Knowledge management.

Job Accountabilities and Objectives (Duties and Responsibilities)

Oversees the management of quality
system processes within each facility, including resolving complaints

Develop an industry training manual and strategy

Regularly update training policies in place

Develop a complaint handling mechanism for the sector

Develop capacity of ensuring that total quality is achieved

Implements key regulatory processes related to Registration and Licensing

Develop and updates guidelines for registration, inspection and licensing

Collaborations with government authorities on licensing

Oversee the Registration and licensing of tourism enterprises

Researches and analyses applicable laws and regulations and develops plans to implement policy to

Conducts up to date research on the competitiveness

of Uganda as a tourism Destination

Report to management on quality issues and trends

Bench marks and provides guidance on the applicable laws ensure the Company's ongoing compliance with changing regulatory requirements.

Develops policies that ensure good governance and follow up of the law

Ensures the department's priorities are
aligned with the needs of the business, and that department personnel are executing on their tasks and projects.

Teach, coach, and mentor employees at all levels in quality

Updates and ensures that employees follow up on the client charter

Follow on speed and accuracy in executing assignments

Aligning of the strategic objectives and interventions to the day-to-day operations.

Drive a culture of Zero defects from the customer perspective throughout the entire tourism value chain.

Developing a plan for accomplishment including gap analysis, training requirements, and implementation strategy.

Develop plan on soliciting for customer feedback

Develop a monitoring and evaluation system of customer satisfaction

Conduct classification of tourism & hospitality establishments

Supervise the pre-inventory exercise

Undertake inventory of accommodation facilities

Supervise grading and classification of tourism and hospitality establishments

Undertake quality certification and accreditation
