Role DefinitionThe Quantity Surveyor will be responsible for developing methods of measurement of quantities to match the general specifications.
The Quantity Surveyor will also be responsible for preparing the unit rate analysis for each major construction item using best cost elements of labour, material, equipment, overheads, risks and profit.
In addition the Quantity Surveyor will be responsible for preparing cost comparisons of both input unit rates and aggregate cost per kilometer with similar ongoing road and bridges development and maintenance projects both in Uganda and within the region.
Key Result Areas
Develop templates and data collection systems for unit rate analysis and cost estimates in line with UNRA’s guidelines and standards;
Develop standard BOQ to guide cost estimates of projects in line with UNRA standards and Annual Statutory performance agreement;
Develop and implement systems to monitor all costs associated with design, construction and maintenance of roads and bridges in line with UNRA Annual Statutory performance agreement;
Develop and implement cost optimization procedures for value for money analysis in line with UNRA Annual Statutory performance agreement;
Manage procured services of quantity surveying in line with UNRA contract management guidelines.
Required Education Qualifications
An Honors Degree in Quantity Surveying, Construction Management, Civil Engineering;
For those
with a Bachelor’s Degree, a Master’s Degree in a related field and other Post Graduate qualifications in Quantity Surveying, Construction Management, Cost Engineering or other relevant field will be an added advantage;
Professional registration with a Professional Surveyors Board or its equivalent in the Commonwealth or relevant professional body is a must;
Computer literacy is a must.
Experience and Knowledge
A minimum of 5 years’ experience in cost estimation for road or bridges related projects.
Character
High level of integrity;
Proven track record of outstanding performance;
Excellent interpersonal, particularly staff/management relations;
Excellent oral and written communication skills;
Ability to manage/supervise multi skilled teams and deliver accurate results in a timely manner and in an environment with multiple and challenging tasks.
