Background
  • The Government of Uganda (GoU) has received funding from the World Bank for the implementation of the Electricity Access Scale-up Project (EASP) to be implemented over a period of five (5) years. EASP will support GoU’s efforts to increase access to electricity for households, refugee and host communities, industrial parks, commercial enterprises and public institutions.

  • This is intended to spur socio-economic transformation, in line with Uganda’s Vision 2040, the National Development Plan (NDP) III, the 2018 – 2027 Electricity Connection Policy (ECP) adopted in January 2018 and to meet the Sustainable Development Goal 7 (SDG 7) of achieving universal energy access by 2030.

  • EASP activities will build on earlier Government initiatives in the energy sector, to support the expansion and strengthening of the electricity distribution network, scale-up service connections within the network, and increase access to off-grid electricity in refugee settlements and their host communities (outside the existing electricity distribution network), and to clean cooking services and technologies.

  • The EASP will be implemented by two main entities, namely the Ministry of Energy and Mineral Development (MEMD) and the Uganda Energy Credit Capitalisation Company (UECCC) through Project Implementation Units (PIUs). The two Implementing Agencies will collaborate closely with the Office of the Prime Minister (OPM), Ministry of Education and Sports (MoES), Ministry of Health (MoH), Ministry of Water and environment (MoWE), Ministry of Local Government, Ministry of Agriculture, and other relevant sector stakeholders to implement the various project activities.

  • Uganda Energy Credit Capitalisation Company (UECCC) is a Government of Uganda Company in place to facilitate investments in Uganda’s Renewable Energy Sector. The UECCC’s main objective is to provide financial, technical and other support for renewable energy development in Uganda with particular focus on enabling private sector participation.

  • The Project Implementation Unit (PIU) at UECCC will be established as part of the UECCC Organogram to implement the financial intermediation component for increasing energy access through stand-alone solar technologies, financing of internal wiring of premises, promotion of efficient appliances for productive uses, and clean cooking solutions nationwide (at households and institutional level), including in refugees hosting districts. The UECCC will also support electrification of public institutions, including public schools, public health centres, public water supply systems and so on, through stand-alone solar technologies.

  • The UECCC seeks to engage the services of a Program Manager to lead the Results-based Financing (RBF) and Clean Cooking Program under the EASP project, including credit support facility and guarantee facility, clean cooking for public institutions, clean cooking for refugees and host communities, etc.


    Objectives of the Assignment
  • The Program Manager will oversee implementation of the Results-Based Financing (RBF) (clean cooking and off-grid solar) and Clean Cooking Program under the EASP project to ensure that the
  • Project objectives and targets are met within the restraints of time, quality, and budget, and in accordance with the Project’s Operations Manual.


    Scope of Services
  • The Program Manager will be dedicated to the implementation of the RBF (clean cooking and offgrid solar) and Clean Cooking Program and will have the following duties and responsibilities:


    Project implementation Activities.
    He/she will provide professional management services during the implementation of the RBF (clean cooking and off grid solar) and Clean Cooking Program by:

  • Ensuring that the program is implemented in accordance with the Project Operations Manual (POM)
  • For the RBF fund for clean cooking and off-grid solar, managing the RBF application, appraisal, and approval process, monitoring and verification process in liaison with Independent Verification Agent (IVA) and prepare RBF disbursement reports.
  • For the credit support facility and guarantee facility that involves solar financing, coordinate with solar facility program manager to ensure that solar technologies are eligible for these facilities and UECCC’s
  • Participating Financial Institutions (PFIs) and solar companies are aware of these opportunities. More specifically,
  • Engaging PFIs to extend loans to end users acquiring clean
    cooking technologies for clean cooking.
  • Engaging clean cooking technology vendors, manufacturers and distributors to promote uptake of the working capital loan facilities.
  • Supporting/facilitating obtainment of required documentation and approvals from stakeholders where applicable.
  • For institutional cooking, liaising with MEMD, Uganda National Bureau of Standards (UNBS), and other related EASP project stakeholders on selection criteria, technical eligibility criteria, subsidy levels, awareness raising, and implementation procedures to ensure effective achievement of the institutional cooking targets.
  • For clean cooking in refugees and host communities (RHC), coordinate with the refugee
    coordinator to ensure effective achievement of clean cooking in RHC targets.


    Monitoring and evaluation of the program activities by:
  • Availing data required for monitoring and evaluation of project activities.
  • Receiving complaints from vendors of solar and clean cooking technologies, and, in coordination with the project manager, address the challenges the private companies may face in the subsidy implementation.
  • Obtaining relevant feedback from the solar and clean cooking manufacturers/vendors,
    NGOs and PFIs for performance monitoring and improvement.
  • Undertaking joint periodic (at least semi-annually) supervision visits with PFIs to solar vendors, clean cooking companies and NGOs.
  • Review quarterly progress reports from PFIs with a view to prepare internal quarterly reports.
  • Preparing periodic reports covering all key aspects of the program.


    Minimum Qualifications and Experience Requirements
  • Honours degree in a Business or Science related field from a recognised university.
  • Master’s degree in business management, project management, international development, economics, finance, renewable energy, or related field from a recognized university
  • At least five (5) years relevant work experience in coordinating and/or managing project/program activities with reputable banks, financial services organisations or nonGovernmental Organizations (NGOs)
  • Demonstrable experience in results-based financing mechanisms for service/equipment delivery in the energy, water, agriculture, or other sectors will be an added advantage
  • Demonstrable skills in business development or relationship management
  • A high level of interpersonal and management skills and ability to work with teams in the organisation at all levels.
  • Must be self-driven with ability to work under pressure with minimal supervision and deliver amidst tight deadlines
  • Proficiency in MS Office applications.
  • Excellent communication skills with proficiency in written and spoken English.


    Duration of the Assignment
  • The Program Manager shall undertake the assignment on a full-time basis for a period of five (5) years subject to satisfactory performance as shall be determined during the annual performance evaluations.


    Reporting Arrangements
  • The Program Manager shall report to the EASP Project Manager.


    Duty Station
  • The Program Manager shall be based in the UECCC offices in Kampala, Uganda, with occasional travel to project implementation areas for supervision and monitoring as and when the need arises
