Enforcement and co-ordination of co-operative policies and legislation,
Provision of extension, consultancy and advisory services
Initiation and co-ordination of inspection and inquiries
Advising on co-operative investments
Undertaking co-operative risk assessment
Analyzing data for policy formulation
Carrying out market research and disseminating research findings
Co-ordination of co-operative education and training services to the movement.
Co-ordination of cooperative financial services including savings and credit.
Co-ordination of Sub-county Co-operatives activities.
Requirements for the County Co-operatives Commissioner Job
Bachelor’s degree in any of the following disciplines: Co-operatives Management, Commerce, Business
Administration, Sociology, Economics, Marketing, Law Agriculture, Entrepreneurship, Management
Organizational Development, Finance or Agri-business from a recognized institution of higher learning.
Certificate in computer applications from a recognized institution;
Demonstrated managerial, administrative and professional competence and a thorough understanding of national goals, policies, objectives and an ability to relate them to proper management of the Co-operative Movement.
Served in the grade of Assistant Commissioner for Co-operatives Development (Job Group ‘P’) or equivalent position for a minimum period of three(3) years

Enterprise Officer Job Duties and Responsibilities
Compiling statistical loan records of all loans in arrears are rate them accordingly.
Issue demand letters to societies that have defaulted their loans.
Analyzing loan in arrears and preparing reports on loan recoveries on the various Sub Counties.
Monitoring and following up with the assistance of the Cooperative officers on problematic societies for loan recovery.
Meet with cooperative societies in the sub-counties to obtain information on loan utilization of the loans that are problematic.
Explain to customers the consequences for non-payment of loans to the fund by societies.
Review and update credit ratings of societies.
Negotiate for loan restructuring for non-performing loans and seek the approval of the Director for restructure.
Work with stakeholders like the auctioneers, lawyers, credit reference bureaus and other agencies for loan recoveries.
Requirements for the Enterprise Officer Job
Bachelor’s degree in a Business Management or related course from a recognized university.
Diploma in Co-operatives Management/Development or Marketing from a recognized institution.
Excellent interpersonal and communication skills.
Proficiency in computer applications.
The candidate should be ready to travel to rural areas to appraise and monitor cooperative societies.

Developing a complaints mechanism, related processes and procedures to ensure that the Board has access to and is able to respond to feedback.
