Job DescriptionTM Geothermal Operations Plc (TMGO), is wholly owned by TM SAS, a Paris registered company, which in turn is owned by the Shareholders Reykjavik Geothermal Ltd (RG), an Icelandic based Geothermal developing company, and Meridiam, a French based global investor and asset managing company, for the development of a geothermal power project in the area of Tulu Moye in Ethiopia, which has signed a Power Purchase Agreement and Implementation Agreement with EEP and the Government of Ethiopia for the project in December 2017.
Tulu Moye is located approximately 120 km south-east from Addis Ababa, relatively close to major markets for electricity. The intention is to develop a 520 MW geothermal power plant over four phases, with this first phase being a 50 MW Plant.
Overall the development program is 7 year 9 months in duration with Phase 2 being for an additional 100 MW, Phase 3 being 100 MW and Phase 4 being 270 MW (the “Project”).
About the PositionThe Contractor Liaison Officer (CLO) will be responsible for facilitating the active involvement of Contractors in the identification, formulation and implementation of the project by developing relationships with a range of groups, agencies and service providers, developers, builders and site personnel in delivering information sessions, attending relevant events, undertaking stakeholder consultations and promoting referrals and pathways into services and executing other services.
Also, the position if responsible for active liaison with these bodies to ensure that the environmental impact and damage to public infrastructure caused by developers is minimised throughout the site.
Working with existing internal service providers, the position is responsible for the development and delivery of practical strategies aimed at partnering with external stakeholders.
Where breaches of relevant legislation are identified, the position is responsible for initiating appropriate enforcement actions.
Key Responsibilities: Develop, maintain and review practical strategies, programs and processes targeting the building/construction industry, aimed at increasing compliance in respect to minimising damage to public infrastructure, on-site environmental management and increasing correct and legal use of public space.
Promote and maintain a safe environment and equal access for all persons in the vicinity of work
in public areas.
First point of contact to the building/construction industry, in respect to on-site best practice workmethods for protection of public infrastructure, environmental management, and public space occupancy traffic and parking management.
Establish and maintain high level relationships with key stakeholders, such as peak construction industry bodies and relevant government agencies.
Liaise and coordinate with other business units and internal service providers (such as Engineering, Environmental Health and Planning/Development sections)
Conduct site inspections, of known development sites, provide direction to site personnel on traffic, public land use and environmental issues as required.
Collaborate with E&S manager to manage and resolve complaints, to ensure compliance with national and international requirements and to company’s grievance management procedure.
Follow defined occupational health and safety legislation, policies and procedures related to the work being undertaken in order to ensure own safety and that of others in the workplace.
Follow defined information management practices, policies and procedures for all records created and received.
Responsible for and actively involved in identifying and managing risk in day to day activities and projects.

Job Requirements
Qualification & Experience
Degree in Project Management, Construction and Engineering or related fields.
Preferably 3 years of working experience in construction sites and project related area
Demonstrated experience of managing projects involving in more than one contracting partners
Additional Attributes
Knowledge in Kiswahili and Afaan Oromifa Languages is required
Knowledge in English Language is an advantage
