Our work is rooted in Catholic Social Teaching and in our values of Solidarity, Courage, Participation, Perseverance and Accountability. This post is situated within the Programme Impact and Learning (PIL) Team in Trócaire. PIL works with country teams and HQ teams to:

Strengthen Programme Cycle Management (PCM) and Monitoring, Evaluation, Accountability and Learning (MEAL) practices within projects and grants in Ireland and Internationally.

Support increased accountability to communities within projects and grants, with a particular focus on strengthening community participation and ownership at every stage of the programme cycle.

Leverage the responsible use of technology to improve the efficiency and effectiveness of Trócaire programmes.

The postholder will be responsible for developing and overseeing a digital strategy for the Global Programmes Division, in line with the organisational Digital Strategy. This includes the use of technology within Trócaire’s development and humanitarian programmes, along with using technology to promote more efficient programme and MEAL management practices.

This role works cross organisationally, collaborating with HQ and country-based colleagues and with partners, both remotely and through field visits, is key to the success of this role. The role will report to Head of Programme Impact and Learning. The role is based in TBC location.

Key responsibilities

Technology for Impact

Work with colleagues across the Global Programmes Division and the ICT in Programmes Steering Committee to:

Review the current use of technology in Trócaire’s development and humanitarian programmes, identifying areas for new or further investment.

Review and update the digital strategy for Trócaire’s Global Programmes Division that is in line with the organisational digital strategy and with Trócaire’s localisation and partnership focus.

Lead out on the implementation of the revised divisional strategy.

Document learning across the organisation on the use of technology in programmes for impact e.g., through case studies.

Ensure any technology used in programming is ethical, safe and appropriate for partners and people supported and that is complies with GDPR and other relevant data protection requirements.

Explore and shape emerging best practices to ICT for programmes in the sector through collaboration and engagement with peers internally and externally.

Develop processes to manage the adoption, and where appropriate, the scale-up of new technology and solutions within country offices.

Provide advice for new grant applications and proposals as required on areas of innovation and technology, ensuring adequate budgets are allotted for technology.

Data Visualisation

Be the focal person in the Global Programmes Division

for the testing and roll out of Power BI for data visualisation.

Lead the piloting and roll out of Power Bi in the GP Division and in a number of country offices.

Provide support and assistance to country teams so that they can maximise the impact of the software for reporting and data analysis purposes.

Drive continuous improvement and development of Trócaire’s approach to data visualisation.

Supporting PIL team initiatives

Support the Head of PIL and team colleagues as required on relevant organisational initiatives.

Closely collaborate with the MEAL Data Collection and Analysis Advisor on the use of CommCare across the organisation

Closely collaborate with the Accountability and Learning Advisor to digitise Feedback and Complaints Handling Mechanisms (FCHMs)

Manage the organisation’s overall relationship with Dimagi/CommCare

Lead organisation wide communication around ICT in programmes initiatives

Collaboration with PIL team members, Global MEAL Team and stakeholders internally and externally to leverage learning and create interest and engagement in PILs work, and foster positive working relationships

Support concept note and proposal development for calls with ICT elements on an ad/hoc ongoing basis

Profile Trócaire’s work on the use of technology in programmes externally and internally

Essential Requirements

Skills

A strong understanding of various technology platforms/tools and their strengths/limitations for use in human rights, women’s empowerment, GBV, humanitarian and livelihoods programmes.

A strong understanding of best practice in the field of monitoring, evaluation and impact assessment.

Strong understanding of best practice in relation to data protection/GDPR

Excellent training and facilitation skills.

Excellent interpersonal and influencing skills.

Excellent written, verbal, and communication skills.

Excellent data presentation and report writing skills.

Experience

At least 5 years’ experience in programmes or MEAL roles with at least 3 years’ experience working in an international NGO environment, preferably in an overseas-based position.

At least 3 years’ experience of using digital technology/ICT to improve programme quality

Experience with management or implementation of technology innovations

Expertise in the development and delivery of training and support to colleagues and partners

Experience in project management

Experience in providing guidance and often direct bilateral support to colleagues in relevant activities.

Experience with data visualisation software such as PowerBI

Experience with implementing technologies for Cash and Voucher Assistance

Experience of using digital data collection platforms such as CommCare or KoboQualifications Primary degree in a relevant area. Consideration given to significant experience.

Qualities

Ability to build credibility, work with, and influence a variety of colleagues in the development and implementation of systems and processes.

Willingness to travel regularly to Trócaire’s overseas offices and within Ireland/Europe
