Trocaire Finance Officer- Humanitarian Jobs in Kenya


Key Duties & Responsibilities:

  • Support all partners on delivering on a robust Supply Chain Management Process
  • Work with all partners to support their Supply
  • Chain Processes in effectively delivering the planned and procured Humanitarian Response materials. Using Trocaire SCM Framework and Best International practise:
  • Support all partners and the intervention to develop robust procurement plans
  • Partake in and review on behalf of Trocaire all major partner procurements and other financial obligations before commitment. Enhance partners capacities to undertake these processes
  • Work with partners to set up and ensure strong warehousing and goods transportation systems are in place and working as they should, with strong emphasis on store management process and transport of goods logistics and control
  • Establish strong fleet management procedures in the delivery of Humanitarian materials
  • Help partners set up strong goods distribution systems; issuing goods and monitoring / accountability of distributions should be robust
  • Supporting the Projects Grants Management Processes – 25%
  • Undertake partner financial, compliance and/or operational audits as requested and share such results/recommendations
  • Share results of these expenditure verification and site visit exercises with the Trocaire project staff, senior management as well as the partners, ensuring that all agreed recommendations are addressed in a timely manner.
  • Support any on-going project audit exercises and coordinate all participating partners to respond to audit requirements.
  • Follow up on resolving all arising audit issues and ensure that there is full implementation of all agree audit recommendations
  • Regularly update the project on partner reporting status, expenditure patterns and areas of financial risk
  • Administer Trocaire’s 18 minimum requirements to all project partners ensuring that they are all in compliance by addressing any identified gaps
  • Undertake partners’ systems reviews, support design of accounting and reporting systems, provide on-job training, provide other on-going financial guidance and any required technical support to partners
  • Support project close our exercise

    Qualifications and Experiences:

  • Professional accountancy qualification (CPA or ACCA)
  • Candidates with work experience in large humanitarian response interventions are highly encouraged to apply
  • Minimum of 3 years’ experience in the administration of financial, accounting, Supply Chain and sub-grant management processes within a large, multi-faceted donor funded Humanitarian Intervention.
  • Experience with donor project accounting requirements including demonstration of a deep familiarity and application of those terms. This is a must requirement for the job.
  • Experience in budget monitoring and managing financial reporting requirements.
  • Balance of strong analytical, delivery of strong results with very minimal supervision or direction. Must be committed to a rigorous work ethic
  • The position is Nairobi based but requires up to 70% travel to field sites. Applicant must therefore be willing to travel and be out of station for long periods of time

    Trocaire Monitoring, Evaluation and Learning Officer - Humanitarian Jobs in Kenya

    Key Duties & Responsibilities

  • Support Trócaire and partner staff in the planning, design and implementation of all MEAL activities throughout the humanitarian project cycle.
  • Provide hands-on technical assistance in the planning, design and
    implementation of humanitarian project MEAL systems and tools and in supporting evaluation and learning processes.
  • Support downward accountability to beneficiaries, ensuring their involvement at every stage of the project cycle.
  • Support capacity development of partner staff in MEAL skills, including mentoring as necessary.
  • Work with project staff and the RPM to support partner use of results based management and engagement with programme learning and review processes.
  • Through training and coaching, support partner staff to develop skills and competences to gather, manage and analyse quality gender-sensitive data
  • Train partners on using data to inform programme quality control, to produce quality donor reports, to document lessons learned and programme impact and to inform future project development.
  • Support partners to implement monitoring in a manner that is sensitive to the different needs, responsibilities and capabilities of vulnerable female and male programme participants.
  • Assist in the establishment and maintenance of mechanisms for capturing, analyzing, reporting, sharing and applying MEAL findings, information, lessons learned, and best practices among
  • Trócaire, its donors and partner staff.
  • Sharing of partner MEAL tools and training resources developed, particularly those engaging with Women’s Empowerment and Protection

    Qualification

  • Bachelors degree in a directly related field, such as humanitarian/development studies, operations research, quantitative analysis, etc.
  • Significant work experience in a directly related field may be considered in lieu of graduate degree.
  • Two years of relevant professional MEAL experience
  • Candidates with work experience on humanitarian response projects in ASAL areas are highly encouraged to apply
  • Knowledge of the principles and current approaches to MEAL, using both quantitative and qualitative methods, in all stages of programme cycle management.
  • Demonstrated MEAL field experience; skilled in collecting, synthesizing and analyzing data to meet both organisational and donor priorities

    Experience

  • Experience of designing and managing use of digital data collection systems is an advantage
  • Demonstrated experience of designing and managing implementation of MEAL systems in humanitarian programmes
  • Experience developing SMART indicators and MEAL systems that would capture the impact of Trócaire’s work
  • Understanding of donor expectations and trends for MEAL.
  • Experience of working closely and in participation with local communities in the development and implementation of MEAL systems
  • Experience working on issues of Gender, Vulnerability and Women’s Empowerment.
  • Experience in producing timely, detailed, accurate and informative reports to meet organisational and donor requirements

    Skills

  • Technical skills to implement MEAL in a gender-sensitive manner, including tool design, sampling, data collection, analysis, participatory rural appraisal and report writing.
  • Ability to develop indicators, tools and processes for monitoring effective impact of humanitarian response interventions is particularly desirable.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods
  • Computer Skills: High level of proficiency in Excel, PowerPoint. Good knowledge of IT systems such as cloud platforms, apps, Excel, databases.
  • Knowledge of digital data collection systems (e.g. Kobo, Taroworks)
  • Ability to synthesize large amounts of data into different formats (e.g., reports, short summaries, presentations).
  • Ability to work both independently and in a team.
  • Fluent written and spoken English
  • Excellent interpersonal and communication skills, both written and oral
  • Ability to manage heavy workloads, to multitask and to meet deadlines
