Transparency International Kenya (TI-Kenya) is an autonomous chapter in the Transparency International movement, a non-partisan global coalition of like-minded individuals and organizations against corruption with a shared vision of a corruption- free world.

In its strategy 2017-2022, TI-Kenya has established Regional Offices in Kisumu, Eldoret, Mombasa and Nairobi to enhance its presence and impact in these regions.

The Regional Offices incorporate the Advocacy and Legal Advice Centres (ALACs) established in collaboration with partners as a strategic initiative aimed at empowering citizens to actively participate in the fight against corruption and demand for accountability.

In partnership with like-minded CSO groups, TI-Kenya through ALACs carry out the following functions:

  • Promote legal advice and assistance to victims or witnesses of corruption through partnership with legal aid organisations
  • Enhance citizen’s access to legal services through information, education and communication support
  • Undertake advocacy on a broader anti-corruption reform agenda
  • Enhance institutional capacity in complaint assessment and processing to enable citizens pursue corruption-related issues.
  • TI-Kenya seeks to recruit a Regional Officer in the Nairobi Office to strengthen the operations of the office.

    Duties and Responsibilities

    Programme Management and Project implementation

  • Design and implement outreach initiatives on good governance and corruption prevention around Nairobi and its environs.
  • Develop and implement strategies for community mobilisation and empowerment to enable community groups to promote transparent and accountable institutions locally and nationally.
  • Develop effective local community organisation resources and learning materials and effective strategies to be used in advocacy work.
  • Build linkages with county government institutions within the region, national government
    agencies, independent commissions and other relevant stakeholders in implementing ALAC and other TI-Kenya activities, and institutional strengthening, policy and legislative advocacy
    interventions.

    ALAC Coordination

  • Receive and book appointments for clients, conduct initial interviews and where appropriate
    provide legal advice, make records of clients’ calls, make referrals and follow up cases reported to the ALAC.
  • Produce awareness materials for ALAC.
  • File ALAC documents and other information relating to the Regional Office.
  • Develop project reports and documentation of all ALAC and other TI-Kenya activities in Nairobi region.
  • Represent TI-Kenya in national and regional initiatives of the Integrated Public Complaints
    Referral Mechanism (IPCRM) and provide leadership in execution of IPCRM interventions as necessary.
  • Support monitoring, evaluation, reporting and learning for IPCRM initiatives.
  • Closely liaise with partner institutions such as IPCRM and other referral partners, and track progress on complaints referred to them.
  • Overall management and weekly updating of the ALAC database.
  • Constantly review the ALAC database to identify and document trends, and develop effective advocacy strategies.
  • Establish and facilitate cross-functional and multidisciplinary teams of pro-bono advocates to represent qualified clients in public interest cases on corruption and integrity.
  • Identify potential public interest cases from the ALAC case log, research on them and develop multi-pronged strategies of dealing with them, including but not limited to public/strategic/impact litigation.

    Advisory/Strategy Development

  • Define institutional and programmatic priorities and objectives advised by the regional
    dynamics.
  • Support effective implementation of the TI-Kenya Strategic Plan by implementing plans for the region and reporting accordingly.

    Coalition Building, Networking and External Relationships

  • Raise awareness on the interventions of the Nairobi Regional Office and TI-Kenya in general to the public and stakeholders in the region
  • Build sustainable partnerships with community groups, county authorities and other
    development actors in order to ensure that transparency and accountability issues are
    mainstreamed into local and national social-economic and development programmes.
  • Support the coordination of CSOs (good governance coalitions) within the region.

    Institutional Learning

  • Support the development of learning, networking and knowledge/content management
    platforms for Nairobi region for communication and shared learning.
  • Provide technical support for the development of structured opportunities of institutional
    learning including project monitoring and evaluation, highlighting success stories and lessons learnt and development of good practices.

    Budget Management, Resource
    Mobilisation and Social Enterprise


  • Support mapping of the resource requirements for the regional office and mobilise resources targeting development partners whose criteria match the needs of the region and TI-Kenya.
  • Develop exceptional proposals and/or concepts for financial support and sustainability of the programme. This includes maintaining a well-managed proposal tracking matrix.
  • Develop strategies for sustainable funding for the regional office and the organisation.
  • Develop and track budgets, and monitor programme expenditure against budgets for the
    regional office.
  • Develop social enterprise and local resource mobilisation initiatives for the regional office
    through generating additional resources from paid services such as trainings, research, and other consultancies pertaining to TI-Kenya interventions, and mobilise resources from the private sector and citizens.

    Reporting

  • Ensure timely adherence to donor reporting requirements.
  • Work with regional team members to draft and submit timely and appropriate narrative and financial reporting with respect to all activities and grants for the region.

    Public Communication and Social Media Advocacy

  • Write well thought out articles every three months for the management’s consideration focusing on the interventions of TI-Kenya and Anti-Corruption generally to be published in the TI-Kenya blog, and appropriate print media and journals among other platforms.
  • Maintain an active presence on social media that is interfaced with TI-Kenya’s presence in line with the organisation’s social media policy and guidelines.
  • Provide support for the TI-Kenya website and other online updates by highlighting the activities of the regional office.
  • In consultation with the Executive Director and the Programmes Manager, attend a minimum of one radio/TV talk show per quarter to discuss corruption as well as disseminate TI-Kenya’s work.
  • Attend a minimum of one radio talk show on corruption per year in an FM station broadcasting in a language other than English.
  • Produce a minimum of two audio-visual clips on corruption for each project per year.
  • Performing such other job-related duties as may be assigned from time to time by the
    Programmes Manager or other duly authorised staff member.

    Qualifications

  • A degree in Law from a recognized University
  • Atleast one (1) year of proven experience in Participatory community-based approaches,
    dissemination strategies, research and advocacy skills, legal aid, community mobilization and
    organization.
  • Fresh graduates may be considered on the basis of exemplary performance and outstanding
    skills.

    Competencies

  • Understanding of data entry
  • Good knowledge of TI-Kenya and the environment in which it operates;
  • Knowledge of Kenya’s governance systems, institutions and their decision-making procedures;
  • Willingness to undertake regular field and other external visits;
  • Ability to productively interact with different stakeholders and citizens to advance TI-Kenya
    work;
  • Good oral and writing communication skills both in English and Kiswahili
  • Organized, detail oriented, able to prioritize and consistently produce high standard work.
  • Familiarity with basic computer packages.
