TradeMark East Africa Programme Manager Jobs in Kenya

The Programme Manager deputises the Country Director and provides support in the

management of the Country Programme.


S/he is responsible for providing programmatic support in the planning, implementation, budgeting and reporting of all TMEA DRC programmes including those relating to private sector and civil society organisations with assistance of the Programme Officer. S/he will ensure cohesion of the country programme.


Roles and responsibilities


  • Deputise the Country Director.
  • Support the Country Director in managing the country programme including developing and
    maintaining strategies, work plans and budget for the country programme.
  • Support the Country Director in developing and maintaining strong working relationships
    with East African partners, the Government of Netherlands, DFID, IOM, the EU, and other
    development partners as well as other relevant projects and initiatives supported by TMEA.
  • Provide analytical reports on developments by MDAs in response to the relations of the DRC
    and EAC States bordering the DRC and their implications and advice on appropriate response
    action.
  • Support key stakeholders in critically examining capacity needs and develop proposals in line with TMEA strategic objectives.
  • Liaise with the TMEA Regional Directors to analyse the DRC national strategies in relation to the regional bodies such as EAC, CPGEL, COMESA and SADC and their implications and advise accordingly.
  • Work closely the with the Programme Officer (assign tasks, supervise, catch and evaluate) on communication, knowledge sharing and results for the different projects in the programme.
  • Work with the Programme Officer to support media and communications activities to ensure
    visibility of TMEA at the national level.
  • Continuously monitor and evaluate TMEA activities in close collaboration with the Country Director, the Knowledge and Results team.
  • Contribute to the preparation of TMEA annual reports and annual work plans with regards to the DRC Programme.
  • Ensure good practices monitoring, learning and evaluation are used throughout the TMEA
    Programme Cycle (PCM) from design and throughout implementation.
  • Explore new areas for support that are in line with the TMEA Strategic objectives and advise on potential new areas of intervention.
  • Liaise closely with the Regional Directors to provide support as required and ensure close
    linkages between the national and regional programmes.
  • Prepare reports as required by the management of TMEA and the Country Director.

    selection, implementation, reporting and closure.
  • Contribute to the development/revision of tools and procedures to document and share
    knowledge, incentivise staff/teams and enforce compliance and standards.
  • Complete all relevant mandatory trainings within the stipulated timelines.
  • Participate
    in regular informal and formal reflection, knowledge sharing and learning events.
  • Document lessons learned and best practices for knowledge sharing and learning.
  • Promote and adhere to TMEA’s core values and ensure compliance with organisational
    policies and procedures.
  • Maintain zero tolerance to bribery, fraud and corruption, and ensure the immediate reporting of any corruption or suspect behaviour that threatens TMEA’s reputation.
  • Adhere to the safeguarding policies and procedures and immediately report any safeguarding concerns.
  • Any other related responsibilities that may be assigned by the line manager from time to
    time.


    Qualifications

  • An undergraduate or postgraduate degree in Business, Economics, Development studies, Finance, Trade, Planning, or related field with experience and/or qualifications in project planning and management is desirable.
  • Other degrees holders with a strong experience and/or qualifications in
    project planning and management, trade facilitation, regional integration, Private Sector Development are also suitable to successfully carry out these responsibilities.
  • Undergraduate degree holders will have at least 10 years professional experience with a
    minimum of five years programme (projects) management experience (Postgraduate holders
    will have 8 years of relevant experience).
  • Three years of management experience required.
  • Strong knowledge on regional integration, trade facilitation and experience working with
    MDAs (public agencies) or the private sector is highly desirable. Previous experience working
    with programmes/projects funded by donors is an added advantage.

  • Good understanding of key national contexts as relating to regional integration.
  • Fluent (writing, reading and speaking) in both English and French. It is important that French will be dominantly used with DRC stakeholders in this position.

    Special conditions

  • Although the Programme Manager, s/he is also to manage the PSO/CSO work and have strong
    coordination with the Programme Officer, it is important to understand and follow this
    component of the programme closely.
  • This post open to only DRC nationals and is based in Bukavu TMEA office. The post requires
    frequent travel to other TMEA offices in region (Nairobi, Burundi, Rwanda, Uganda in
    particular) and to project sites in DRC, mainly Kinshasa, South-Kivu, North-Kivu, Ituri and
    Tanganyika provinces
