Job summaryA key member of TradeMark East Africa’s (TMEA’s) Senior Leadership Team (SLT), the CSRO provides leadership and expertise in the analysis, communication and monitoring of TMEA’s results and on-going strategy. S/he will oversee the development of results forecasting, monitoring, results analysis, knowledge
management, research, communications and value for money (VfM) strategies. The job holder will also oversee TMEA’s mainstreaming approaches on key cross cutting thematic areas spanning gender, poverty and climate change.
ResponsibilitiesTeam managementLead and motivate the Strategy and Results team, ensuring excellent operational, financial, administrative and communications management.
Develop and implement the START annual plans and budget, monitor and report progress regularly.
Ensure close coordination and foster strong integration between the functional areas.
Manage, mentor and motivate a strong team of professionals, ensuring adequate capacity is
developed for successful delivery.
Strategy development and analysis
On a regular basis, analyse and report on TMEA’s progress towards the achievement of its strategy and organisational effectiveness, and prepare issues and recommendations for discussion with SLT, Board and Council.
Co-ordinate strategic analysis, on-going portfolio analysis and stakeholder perceptions for consideration by TMEA’s SLT.
With the CEO, take a leading role in developing TMEA’s new long-term strategy and developing greater learning and accountability practices across the organisation.
Manage TMEA’s Peer Review Group (PRG) that assesses and approves project proposals and the
Quarterly Oversight Review Team (QuORT) that reviews performance.
Results and Organisational performance
Oversee implementation and ongoing management of the performance management function including cascading of corporate objectives and preparation of progress reports.
Oversee the management of the monitoring, evaluation and learning systems and practice across TMEA, ensuring that timely and accurate information is available on progress against the achievement of results.
Monitor a calendar of projected results across TMEA teams, ensuring full co-ordination across the START team, especially in terms of communications planning and implementation.
Through the Management information systems, develop and manage a TMEA corporate results
dashboard and report to the Board, Council and the National and Regional Oversight Committees.
Support the development and review - with Corporate Services and the programme team - of TMEA’s VfM policy and procedures, including the monitoring, evaluation and reporting of these, at the corporate and project levels.
Lead on developing TMEA’s capacity to analyse intervention options through TMEA’s IMPACT model to improve the quality of projects and programmes and ensure VfM.
Co-ordinate approaches to economic modelling and research for purposes of reporting against TMEA results levels.
Research and Knowledge Management (KM)
Review TMEA’s goals with regard to knowledge management approaches and activities within TMEA, develop and implement a KM strategy.
In coordination with the programme team, oversee knowledge management across TMEA ensuring effective coordination with other teams that also have KM responsibilities.
Oversee the management of a coherent and relevant programme of research and research
partnerships across East Africa, Africa and internationally as appropriate that supports the approved KM strategy.
Develop TMEA’s
organisational capacity for knowledge generation and use, working with other teams as necessary.
Oversee the development and maintenance of the IMPACT model that is relevant to TMEA’s core objectives and facilitate internal discussions on scenarios with TMEA staff.
Communications
Develop and implement a strategy to establish and maintain TMEA’s reputation as an organisation that is clear about its goals, that delivers results, and clearly communicates them.
Supervise effective communication of results and ensure successful delivery of all communications strategies and products, including TMEA’s website, media and print publications.
Act as TMEA’s lead liaison with external donors on results, communication and branding.
Oversee production and dissemination of top quality, regular communications of TMEA progress and results to external stakeholders.
Develop and implement activities to improve internal communications across TMEA.
Sustainable and inclusive programming
Supervise thematic and cross cutting work, including gender, poverty climate change and safeguards
Oversee the development and implementation of TMEA’s strategies and policies on mainstreaming of sustainable and inclusive trade issues
Ensure sufficient feedback loops and quality reporting between SLT, the Board and Council.
Qualifications
Advanced degree in areas relevant to TMEA’s focus, such as Development Studies, Economics, Trade or a relevant discipline.
Minimum of ten years’ management experience in managing business units or development
programmes, particularly in areas related to the functions of the position and TMEA’s core focus areas. Extensive knowledge of and professional experience gained within the East Africa region are essential for this role.
Management of strategy, monitoring, evaluation, knowledge management, learning and
communications functions is desirable but not essential. The role also requires high levels of management and analytical ability in galvanising a more results-oriented approach within TMEA.
Excellent leadership and management skills, with proven intellectual and strategic thinking
capabilities.
Strong strategy formulation and implementation skills, and the ability to communicate strategy and results concisely and simply. Ability to deliver plan and performance to budget.
Adept at working with diverse teams, delivering change and demonstrating the value of results, knowledge management, learning and communications across the organisation.
Experience at senior level with donors and other external organisations such as the Donor Committee on Enterprise Development (DCED).
Ability to influence others to achieve objectives and gain consensus and collaboration.
Sound decision-making, judgement, problem solving and analytical skills.
Excellent presentation, communication and personal effectiveness skills with
Proficiency in MS Office applications.
