Job summary

The Programme Officer, Climate Change and Environment will be supporting management, and
integration of climate and environment considerations into TMEA’s work.

S/he will work closely with the programme teams under the respective strategic Outcomes at regional and country level. The Project
Officer will ensure that the projects practises are in line with TMEA’s policies and guidelines, and national policies and regulations and international best practice.

The Officer will support TMEA to mainstream climate change adaptation into its projects and programmes through providing strategic and practical advice to projects and programmes on building climate change resilience and mitigation measures; environmental management; developing frameworks, approaches and tools; providing training; developing and disseminating learning including case studies and working with
projects and programmes.

Roles and responsibilities

Policies, strategies and frameworks for environment and climate change action

  • Contribute to the development of TMEA climate change policies and approaches in close collaboration with teams;
  • Review and contribute to the mainstreaming of environment and climate change issues, including
    mitigation and adaptation and safeguards, into projects and/or initiatives developed by TMEA,
    partners for infrastructure, private sector and regional Integration programmes.
  • Support adherence to national environmental legislation and international environmental management best practice for all TMEA’s infrastructure and other relevant activities.
  • Ensure compliance with best practice for environmental management, including ascertaining that environmental impact assessments (EIA), Strategic Environmental Assessment (SEA) and
    Environmental Audits are of high quality, are updated when necessary and are adhered to.
  • Support TMEA staff through awareness on mitigation of climate change risks and enhancement of climate change and environmental related development opportunities.
  • Mainstreaming of environment and climate change issues into TMEA’s activities
  • Identify and engage with programme staff to ensure that climate resilience and low carbon growth issues are well integrated into TMEA’s key documents, programmes and projects.
  • Support developing and monitoring climate change indicators that TMEA tracks as part of its results framework and ensure they are monitored and reported against on a periodic basis.
  • Contribute as requested, substantive inputs for climate change programming outputs.
  • Support in identifying and developing activities to reduce greenhouse emissions, and mitigate climate change, including by working closely with partners to develop projects which can be funded from international financing.
  • Support setting-up of GHG and other pollution monitoring systems for transport sector measures and monitor greenhouse gas emissions and pollution and environmental parameters (water, air quality
    and natural resource conservation) on the Northern and Central Corridors and in the key TMEA
    projects
  • Support implementation of TMEA environment and climate change programmes, including support to
    the Mombasa Port Programme and Dar es Salaam green port strategies.
  • Support developing and implementation of a green policy to inform TMEA’s operations, to minimise

  • Maintain and develop close ties with key people, organisation, companies and institutions who are affected by and influence environment and climate change in East Africa.
  • Support in ensuring up to date knowledge on TMEA investors’ existing and pipeline policies and programmes related to climate change for mainstreaming into TMEA’s programmes.
  • Keep on top of climate change and environment issues by being well informed of evolving steps with respect to the climate change international agenda Support TMEA’s and Sustainable and Inclusive Trade (SIT) team’s Performance
  • Promote and adhere to TMEA’s core values and ensure compliance with organisational policies and
    procedures.
  • Maintain zero tolerance to bribery, fraud and corruption, and ensure the immediate reporting of any corruption or suspect behaviour that threatens TMEA’s reputation.
  • Participate in regular informal and formal reflection, knowledge sharing and learning events.
  • Apply the highest standards of controls and risk management practices and behaviours and embed a positive risk and control culture.
  • Demonstrate prudence, sound judgement and appropriate and timely escalations in management of all types
    of risk (including fraud risk).
    SIT Specific:
  • Contribute to environmental screening, assessments and appraisals to inform and influence decisions by senior management, the Board and the Council.
  • Prepare and/or contribute to technical reports and other environmental and social and climate
    change documentation required
  • Support SIT staff in supervising programs, projects and project’s components to address environment and climate change, including responding to planning, monitoring and reporting project cycle
  • Support in wing requirements contribute to knowledge generation and dissemination, liaising closely with colleagues in the Organisational Performance team.
  • Support and contribute to TMEA’s Safeguards Policy, to mitigate climate and/or environment risk to TMEA projects.
  • Close collaboration internally with SIT Team and country projects. Externally, it will involve
    collaboration with national CC related authorities, CC projects, research institutions, implementing partners, contractors and donors – especially DFID.
  • Contribute to the coordination of Environment and Climate change operational/day to day activities in the SIT team.
  • Document lessons learned and best practices for knowledge sharing and learning.

    Job Description

    Academic and professional qualifications
  • Undergraduate degree OR Diploma in Climate Change, Environment Transport, Energy, Natural
    Resources, Engineering or a related field.

    Work experience
  • For undergraduate degree holders, at least three years’ experience working on climate change and environment and for Diploma holders, five years’ experience.
  • Experience working with government, private sector, CSO, and/or development agencies from the
    perspective of climate change and environment.
  • Experience of working with transport, infrastructure or trade sectors will be desirable.
  • Proven track record of delivery.
  • Proven ability to analyse and use complex information to support policy development and activities.
  • Proven ability to effectively work with other individuals and organisations.
