OverviewThinkWell is an emerging health system development organization that is in a major growth phase.
Determined to transcend the status quo, ThinkWell was founded in 2011 to provide bold, creative, and practical solutions to help low- and middle-income countries achieve universal health coverage.
While our core area of work is health financing, we take a “whole-of-systems” approach, specializing in five practice areas that intersect with health financing: governance, human resources for health, the private sector, public financial management, and research and evaluation.
ThinkWell is implementing the Strategic Partnership for Primary Health Care (SP4PHC) project, a five-year program focused on improving how pooled government resources are used to pay for primary healthcare services – especially family planning (FP) and maternal, neonatal and child health (MNCH) in the context of pro-poor health financing schemes.
The project is operating in five countries in Asia and Africa. In Uganda, the project aims to support the Ministry of Health (MoH) to improve delivery of PHC, FP and MNCH services in the context of ongoing strategic purchasing reforms, in partnership with a range of stakeholders.
The project is currently recruiting a Health Financing Advisor to be based in the Department of Planning, Financing and Policy of the MoH in Kampala.
The successful candidate will focus on implementing analytical and technical assistance activities jointly designed by the SP4PHC program and the Ministry of Health.
He/she will have experience in providing high level technical advisory services to national governments and will have political skills to build and navigate partnerships. The candidate must be prepared to work independently, and as part of a team.
Responsibilities
The overarching goal of the SP4PHC project in Uganda is to improve PHC/FP/MNCH service delivery by supporting MoH to develop and implement a more coherent approach to purchasing that draws from the experience of ongoing RBF pilots and leverages the full range of health facilities in the country.
To support achievement of this overarching goal, the SP4PHC project requires the Health Financing Advisor to:
Provide technical support to MoH Department of Planning, Financing and Policy on strategic purchasing, focussing on primary health care (PHC) quality measurement, validation, and motivation, and prioritizing of poor and vulnerable populations;
Contribute to the development of an MoH plan to harmonize current Results Based Financing mechanisms and their transition to contribute to the establishment of the National Health Insurance System as envisioned in the Health Financing Strategy.
In coordination with the Department of Policy and Planning, SP4PHC team members and partners, and relevant health system stakeholders, conduct a detailed review of health financing policies and plans relevant to the overarching goals of the SP4PHC project in Uganda.
Contribute to the development of key policy questions and associated plans for policy and implementation research on potential health financing reforms to be supported by SP4PHC that result in practical knowledge and options to further achievement of the Health Financing Strategy in Uganda.
Support and coordinate the necessary analytics, design, and testing through implementation research of potential
health financing reforms being conducted by dedicated researchers engaged by SP4PHC and working out of the Department of Policy and Planning health economics research unit following its establishment.
Support facilitation of consultative workshops between MOH and Kampala Capital City Authorities with private sector to inform development of strategic purchasing of primary health care services in under-served urban areas.
Advise the Country Manager on developing ThinkWell’s program of work in Uganda, both within and beyond the SP4PHC project.
Support the Country Manager to actively engage key stakeholders in Uganda, supporting and guiding ongoing discussions around the purchasing of primary health care.
When applicable, engage in strategic and technical communications with ThinkWell staff globally to promote knowledge transfer and cross-fertilization of ideas. Actively support knowledge sharing across the company.
Participate in company initiatives and teams in accordance with the incumbent’s areas of interest and the company’s/team’s needs, e.g. staff development/talent management, technical, quality assurance, etc.
Qualifications
Masters level qualification in public health, health economics, epidemiology, biostatistics, public administration, international development or equivalent fields;
Minimum of 7 years of relevant work experience providing national level, strategic health systems policy advice to governments undertaking health reforms comparable to what Uganda is undertaking
Prior experience living and working in a low- or middle-income country
Fluent in English

Effective management of multiple projects, tasks and deadlines, and ability to effectively set priorities and handle competing time and resource demands;
Technical expertise in health systems work, and specifically in health financing, including experience in policy engagement with national governments;
Highly numerate, with strong ability to analyse and interpret data;
Detailed understanding of the current health financing environment in Uganda;
Clear understanding of the key public health issues facing Uganda, with a sense of the importance of primary and preventative health care in general and family planning in particular;
Demonstrated proactive approaches to problem-solving with strong decision-making capability;
Ability to work in a lightly structured environment and effectively collaborate with remote team members, strong skill set in coordinating and communicating with a virtual team;
Ability to manage client expectations and deliver on client needs;
Strong and compelling writing, and strong presentation skills to diverse, global and national audiences;
A combination of humility and confidence, open to and empowered by critical feedback;
Drive to challenge conventional wisdom.
