the rich need to help the poor

I really want to ask why cant scholarships be given to highly performing students in their various institutions.

A system can be created that allows scholarship foundations to get the performance data of a country so as to award this scholarships well.

There are many well to do persons who study hard and have a lot to offer in the future but due to the fact that there don't have the money it makes their education to be stagnant.

So please move into this systems and help those who have a lot to offer.
