Chief of Party

The Mitchell Group (TMG) is current seeking a Chief of Party (COP) to serve on the USAID-funded Tanzania Data for Development Task Order under the Policy, Planning and Learning-Learning, Evaluation and Research Monitoring and Evaluation (PPL-LER M&E) IDIQ.

The goal of the Data for Development task order is to provide services to support the improvement of data-driven decision-making, planning and implementation for the Mission, its implementing partners, and strategic local partners, including the National Bureau of Statistics and other Tanzanian institutions.

It is expected that this task order will last from 2017 – 2020, with one additional option year until 2021. The ideal candidate will:

Lead the task order and will be the main counterpart with the Mission COR.

Provide overall technical direction of the task order, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the task order.

Supervise the evaluation expert and the performance monitoring advisor to assure that all data collection and capacity building is driven by the

demands of USAID and external partner decision-makers.

Provide overall project leadership, management, and technical direction

Serve as the project’s primary liaison with USAID, TMG, and all partners and stakeholders.

Oversee work planning, performance management, and strategic communications

Guide implementation of the project’s strategic long-term vision.

Ensure sound financial management including programmatic budgeting, spending projections, and monitoring of payments.

Work closely with TMG Headquarters to ensure high-quality periodic reporting.

Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments.

Requirements:

S/he must possess a graduate degree in management, organizational development, international development, economics, statistics, or a related field and have no less than eight years of demonstrated experience in enhancing performance monitoring, evaluation, and/or data use for decision-making.

S/he must be capable of high-level analyses and supporting Mission senior management in broad-gauged and big picture planning.

Fluency in written and spoken English, required; Kiswahili language skills, desired.
