OverviewTMG is preparing to bid on the upcoming USAID/Ethiopia Performance Monitoring and Evaluation Program.
This anticipated project will assist USAID/Ethiopia in planning, designing, conducting, sharing, and learning from activities across the Mission's portfolio to transition to a more democratic, resilient, and prosperous country with accountable institutions and private-sector led growth.
The outputs from the contract will enable USAID/Ethiopia to facilitate informed program management, shape the longer-term strategic direction of programs and decision-making within the Mission, and comply with Agency accountability and M&E requirements.
The Senior Evaluation Methodologist is a full-time contract position based in Addis Ababa, Ethiopia.
It is expected to be a 5-year project scheduled to begin mid-2020. Position is contingent upon award. This position will serve as the primary MEL Specialist and will oversee all MEL activities in Ethiopia. This position is contingent on TMG being awarded this project.

Responsibilities
Be part of the MEL team.
Lead evaluation methodology and design, quality development and production of all data quality assessment reports, assist in the production of evaluations reports and any assessments, population-based surveys and studies including the testing of the development hypotheses
Interpret outcomes of implementation through data or other evidenced-based sources
and provide program recommendations as needed
Assist in the management of field monitoring, evaluation design, empirical and statistical analysis, environmental compliance, and management of information systems
Design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations
Provide relevant technical guidance.
Identify and execute appropriate agreed upon tools and methodology.
Conduct field work and research.
Other duties as assigned.
Job Requirements
Minimum Requirements
Master's degree in Evaluation Sciences, Statistics or in International Development or a related field, such as Economics, Political Science, Public Administration, Business Administration
Possesses 10 years’ experience in conducting project monitoring and program evaluations, surveys, assessments, and data analysis.
Possesses knowledge of international best practices on project design, implementation, evaluation and learning, as well as excellent interpersonal, writing and presentation skills.
Education
Master's degree in Statistics, Evaluation Sciences or in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline; PhD preferred.
Preferred Knowledge, Skills and Abilities
PhD in Statistics, Evaluation Sciences or in International Development or a related field, such as Economics, Political Science, Public Administration, Business Administration.
8 years’ experience in evaluation and performance management of projects; research methods; and/or project design.
