KCCB General Secretariat DREAMS Project Administrator Job in Bondo, Siaya County, KenyaThe Kenya Conference of Catholic Bishops – General Secretariat 1. Introduction: The KCCB - General Secretariat is the National Administrative, facilitative and Coordinative arm through which the Kenya Conference of Catholic Bishops implements and co-ordinates various Pastoral programs at the National level and undertakes all those responsibilities which express the mission of the Catholic Church in Kenya.
It is seeking an outstanding, dynamic and results oriented individual to fill the following key position.
Project Administrator Commission for Education and Religious Education – DREAMS stationed in Bondo Siaya county having oversite in Homa Bay and Migori Counties
2. Purpose of the Post: To manage and oversee DREAMS project implementation in line with the set guidelines, intervention core elements and targets with respect to KCCB polices and the mandate of the Commission for Education & Religious Education
3. Duties Oversee staff performance to ensure effective results by coaching, counselling,mentoring and making corrective adjustments; planning, monitoring, and appraising job results; conducting training; implementing enforcing systems, policies, and procedures.
Provide overall management and technical oversight for implementation of DREAMS Initiative and lead the program team in day to day activities, program planning, budgeting process, implementation and reporting in consultation with National Executive Secretary and AIHA Technical Advisor (SPA).
Implement the project to achieve its set objectives while providing overall strategic and programmatic direction to the project, in close collaboration with AIHA Technical Advisor (SPA)
Help develop program strategies that are in line with DREAMS Initiative priorities and appropriate to achieve in a timely manner based on expected project results (including costed work plans and budgets)
Ensure overall technical excellence/quality and provide guidance in the development and dissemination of all project deliverables (technical assistance, technical reports, training curricula) in accordance with KCCB, AIHA and USG/CDC requirements. Approve final documentation required to release funds in support of program implementation.
Work closely with AIHA County Technical Staff to provide project updates, discuss strategies, obstacles, performance plans, and indicator success, communicating project progress through both formal and informal meetings and required quarterly and annual reports.
Coordinate the timely submission of required program, technical and financial reports to AIHA according to guidelines and timeframes provided by contractual agreements.
Coordinate management meetings as scheduled in the supervision plan to address issues raised by Continuous Quality Improvement (CQI) team and field staff, and conduct Monthly supportive supervision to the sites to ensure that results and deliverables are on target and within budget throughout the project period.
Develop and maintain strong collaborative working relationships with County Directors
Ministries of Health, Education, Education Secretaries, County Education Directors, TSC County Education Officers, County Government Ministries of Health, National and County-level Ministry bodies, AIHA, CDC, other USG partners, and local stakeholders.
Prepare short success stories and briefs on innovations and best practices and project learning, and ensure that they are shared with the donor and relevant KCCB, MOH and MOE staff to illustrate project impact and for dissemination.
Support budgeting, forecasting, and financial management of programs and work in collaboration with Finance and program team and in consultation with the National Executive Secretary to review all budgets on a monthly basis to ensure adherence to KCCB and donor requirements and to identify either over or under spending trends, and if significant trends are noted take appropriate action.
Foster accountability for ensuring project deliverables are in line with national and international guidelines and expectations.
Provide leadership in the review of project outcomes and utilize project data to prioritize interventions and for continuous quality improvement.
Review and approve weekly, monthly, quarterly and yearly work plans, monitor progress against targets and submit applicable reports (monthly, quarterly, annually) to AIHA and/or CDC.
Support National Executive Secretary to oversee project implementation, including adherence to labour laws, KCCB, and USG/CDC and AIHA regulations.
Ensure that the project reflects KCCB standards in core technical areas (e.g. training and learning, performance and quality assurance, monitoring and evaluation)
Address issues raised by staff, partners or respective line county offices regarding program implementation in consultation with the National Executive Secretary
Perform any other duties applicable to the job title assigned by the National Executive Secretary.
4. Qualifications
A degree in Social Sciences, Public health, Anthropology, from a recognized University
5. Experience:
Minimum of 8 years of progressive project management experience and 5 years relevant experience in managing comprehensive HIV prevention programs nationally.
Knowledge of donor rules/regulations particularly CDC funded projects
6. Performance Indicators: Extent of carrying out duties and responsibility as outlined in # 3 above.
7. Personal Traits: Must have a very clear knowledge of the Catholic Social Teachings.
