We are seeking a Finance Manager for the Ethiopia Learning Analytics Activity. The Finance Manager will be a long-term position based in Addis Ababa, Ethiopia and working out of the Activity office. This position will be responsible for the financial aspects of the project and the project field office, and for ensuring the work meets all USAID and U.S. government requirements in funds accountability.
Responsibilities and Tasks Maintain all administrative and financial records for the project and prepare reports in compliance with USAID, U.S. government, and Kaizen policies;
Establish and manage financial systems and a set of operational protocols that enable transparency, accountability, and accuracy;
Direct all aspects of the project financial accounting system, including managing cash flow, tracking expenditures relevant to operating budget, reconciling bank records, and preparing and reconciling monthly financial and bank account reports;
Develop, analyze, and monitor program budgets;
Oversee and supervise the procurement of goods and services, vendor and contractual payments, and awarding of task orders consistent with USAID regulations and Kaizen Home Office policies and procedures;
Provide technical assistance and/or training, as needed, for staff and partners on financial systems, protocols, policies, compliance, and reporting;
Identify and implement changes to financial policies and procedures that will enhance cost-effectiveness and program implementation;
Assist the COP in the recruitment, hiring, and contracting of local staff, consultants, and contractors, arranging technical and administrative support as necessary;
Advise the COP on all policy matters concerning project financial management;
Supervise other project-based finance, procurement, administrative, and contract staff.
Qualifications
Bachelor’s degree in finance, accounting, or business is required. Master’s degree in relevant field is preferred
Minimum 8 years’ experience managing financial objectives of donor-funded projects in Ethiopia
Must have demonstrated experience establishing and overseeing grants and/or procurement systems in the international development field;
Strong work ethic, critical thinking abilities, and history of excelling at his/her work with minimal oversight;
Must have English proficiency sufficient to conduct all aspects of project business and operations;
Must be an Ethiopian citizen
Preferred
Knowledge of USAID regulations related to financial management and reporting
