Opportunity
Abt Associates, a mission-driven, global leader in research and program implementation in the field of international development, seeks qualified candidates for an upcoming USAID-funded Agricultural Systems and Institutional Strengthening project in Uganda.
The objective of the program is to put Ugandan institutions on a true path to self-reliance and autonomy by improving their internal abilities to self-assess pain points and take intentional steps to make improvements.
The program will work with both the public sector and private APEX organizations, improving business practices, enhancing relationship management, supporting institutional reorganization, and development of strategic plans and costed implementation plans.
The COP will be responsible for overall technical, administrative, and financial management leadership to produce results.
The COP will provide the strategic vision, and be the voice of the project to external senior stakeholders in USAID, public and private sector.
This position is contingent upon a successful contract award to Abt Associates. Successful candidates will have a proven record of leading a large team to achieve results.
Key Roles and Responsibilities
Provides strategic vision and overall technical, administrative, and financial management leadership to produce required project results
Serves as primary liaison among the project, USAID, partners, and counterparts
Collaborates with staff and partners to translate project goals and objectives into implementable strategies and activities with measurable targets
Oversees, reviews, and monitors contract reporting and deliverables according to requirements
Supervises project personnel
and subcontractors in compliance with USAID rules and regulations
Creates management, financial, and accounting systems in line with Abt standard operating procedures and consistent with the needs of the project and USAID
Manages and supervises project staff and partners in the identification of all the project’s technical assistance needs
Supervises the work and assesses the performance of all long- and short-term advisors, consultants, and staff
Preferred Skills / Prerequisites
Master’s degree, PhD and at least 10 years of senior-level international project management experience in designing, implementing, and managing large, complex agriculture or institutional strengthening and capacity building programs in developing countries, particularly those funded by Feed the Future
Expertise in political economy analysis, agricultural institutional and systems strengthening programming or other relevant technical area required
Ability to liaise effectively with and develop consensus among key stakeholders, including USAID, national and local officials, public, private, and civil society partners
Experience developing project vision, aligning key stakeholders, and assuring that the vision is translated into implementable strategies
Experience working in Uganda, Southern Africa, or Eastern Africa preferred
Must be able to write and communicate flawlessly in English
