Duties and ResponsibilitiesProtection 60% Support the Protection delegate in the documentation, reporting and filing of the PCP cases (Protection of Civilian Population)
Contribute to the analysis of the protection environment in areas of operation based on participation in field activities, network of interlocutors, and review of public sources (e.g. social media)
Guarantee a thorough follow up of the most vulnerable cases identified and supported by the ICRC through cash assistance, referral to health centers or relevant stakeholders, donation of dignity kits.
Timely preparation and submission of administrative documents (Field Trip Requests, Travel request, booking of hotel, working advance, etc.) prior each Field Trip. Ensure administrative and financial follow up after field missions.
Networking and Security – 10%
Support the field delegates in the establishment and development of a network of key interlocutors (civil authorities, police, civil society, NGOs, UN, etc) in areas of operations.
Ensure that the list of key interlocutors is kept up-to-date.
Represent and promote the ICRC with regard to its activities with all relevant interlocutors, including through operational dissemination sessions when appropriate.
Inform and advise the field/protection delegate and management on general situation and assist in obtaining security greenlights for the deployment of ICRC teams in the zones of responsibility.
Restoring Family Link (RFL) – 10%
In close coordination with RFL team in Addis and ERCS, ensure the proper implementation of the RFL procedures and conduct follow up on RFL files in areas of operations.
Build and maintain contacts with local officials, community leaders, community members and relevant stakeholders who can assist in the RFL activities.
Cooperation – 10%
Ensures good working relations with the ERCS in zones of responsibilities through regular visits, in close collaboration with the Field/Protection delegate, Cooperation department and RFL team.
Other Programmes – 10%
Provide support to EcoSec activities when/where
required (assessment, distribution, interpretation etc.).
Provide support to Health and WatHab activities where/when required (assessment, networking etc.).
Support other departments to identify and map interlocutors and humanitarian actors relevant to their work, in areas of responsibility or interest to the ICRC.
Analysis and synthesis
Contribute to the analysis of the general humanitarian situation and environment in areas of responsibility
Contribute to the preparation of institutional reports, minutes of meetings, key points, and other ad hoc written reporting.
General Duties
Contribute to the planning of field trips and assist in the administrative preparation of field trips, respecting the given deadlines.
In collaboration with the support departments, organize and follow up on the logistics necessary to each field trip (materials, vehicles, IT, hotels etc).
Understand the main components of the Red Cross/Red Crescent Movement and the ICRC’s objectives and activities in Ethiopia.
Apply the security rules at all times.
Respect the humanitarian nature of work within the ICRC.
Respect and observe staff regulations of the ICRC in Ethiopia.
Treat information (general and specific) with confidentiality and accuracy.
Job Requirements
University Degree in Relevant Field ( law, political science, anthropology, human rights, social affairs, communication)
Relevant professional experience in one or more of the following fields: law, political science, anthropology, human rights, social affairs, communication.
Minimum 3 years of relevant working experience (NGOs/Health or Protection in local organizations).
Very good command of written and spoken English, Amharic and Oromifa. Somali language is an asset.
Very good knowledge of Oromia and Amhara region (geography, culture, politics).
Knowledge of other operational areas is an asset (Gambella, Benishangul-Gumuz, Somali Region, SNNPRS).
Solid understanding of federal/regional affairs
Excellent knowledge of MS Office. General knowledge of SharePoint, Outlook and IBM Lotus Notes an asset.
Valid Driving License. (Manual Transmission)
Availability and flexibility to travel within the country. The position requires frequent field missions to key areas (>50% field visit).
