The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Premises Maintenance Supervisor, based in Addis Ababa.
PurposeThe Premises Maintenance Supervisor ensures proper maintenance of all ICRC premises and equipment, including offices, warehouses and residences, and supervises the Maintenance team.
He/she also assists the Premises manager in managing the Premises management unit and replaces him during his absence.
General Duties Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement

Understands the roles of the components of the International Red Cross and Red Crescent Movement
Respects and observes staff regulations and security rules at all times
Represents the ICRC in a professional manner at all times
Develops and maintains a pleasant and conducive working environment with colleagues and line managers
Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
Accountabilities and Responsibilities
1. Specific Activities
a. Premises Maintenance supervision
Coordinates maintenance activities, i.e. organizes schedules, plans and assigns work activity to the Technicians according to priorities, and performs himself/herself part of these activities
Evaluates, determines and controls material, equipment and supplies to be used by Technicians; prepares bills of quantities or work specifications when needed
Plans and conducts regular visits to ICRC premises in all sites; proactively evaluates premises fixtures and systems, determines the cause of malfunctioning and proposes, organizes and performs preventive maintenance when applicable
Deals with external service providers and suppliers where relevant; Coordinates and inspects outsourced maintenance and renovation work
Participates in selection of new premises (offices, residences, warehouses), in inspection and confirmation of the functionality of utilities and structure as per ICRC standard
Proposes revision of maintenance work and/ or procedures
b. Premises Maintenance request management
Acts as a focal point for maintenance requests, offering statistical overviews and technical analysis when requested
Monitors maintenance requests progress and ensures efficient accomplishment of the tasks; provides timely feedback to the requesters
c. Premises Management (in coordination with the Premises Manager)
Monitors and controls expenses and service costs related to maintenance;
Participates in tenders and selection of contractors for maintenance and renovation work on the premises
In liaison with concerned Logistics units, initiates and supervises ordering and purchase of necessary material, supplies and maintenance related stock.
In coordination with Technicians, keeps record of the tools and replaces damaged items; makes sure the tools inventory list is up to date at all times.
d. Security management
Ensures safe and secure environment around
all the premises
Ensures that ICRC standard safety policies, guidelines and standards are followed by Technicians
In coordination with the Field Team Coordinator, ensures that passive security measures are in place and proposes corrective actions when necessary
Records and investigates premises-related accidents and prepares relevant reports
Ensures the proper installation and functionality of security equipment in all premises (i.e. fire extinguishers, smoke detectors, 3M film, etc.)
2. Office Activities
a. Team supervision
Participates in selection and recruitment of Technicians part of the Maintenance team
Plans, supervises and follows up the Technicians’ performance and ensures that the quality of maintenance service delivery and quality complies with ICRC policies and standard
Supervises, coaches and guides the Maintenance team and prioritizes and assigns tasks on day to day basis
Ensures that the maintenance team is adequately trained and motivated; conducts regular on-job trainings on maintenance and repair standard procedures
Oversees vacation plans and schedules the utilization of annual leave by Maintenance team members; ensures timely assignment of replacements
Participates in conflict management
Participates in updating Job Descriptions and conducting performance reviews for Maintenance team members
Hires daily workers when necessary
Develops and maintains a pleasant working atmosphere and conducive working environment within the team and with other colleagues
Participates in internal meetings
Ensures effective information flow within the unit.
b. Administration- Finance
Knows, applies and complies with all the administrative and finance procedures linked to work (financial and HR such as appraisals, budget follow up, etc.)
In coordination with concerned Logistic units and Technicians, establishes list of suppliers for maintenance and repair related services and items and ensures quality and standard
Manages Premises Service database; tracks work orders and records of maintenance, history of equipment and spare parts electronically, registers all requests formulated verbally
Prepares Supply Requests for the purchase of maintenance-related items when needed
Keeps files up-to-date at all times
c. Reporting
Ensures timely reporting of activities to the Premises Manager on a daily, weekly, and monthly basis
Maintains records, prepares or provides contributions to reports and statistics, and drafts premises and maintenance-related correspondence
Analyses past and current data and makes recommendations for improvement of the quality in maintenance service
Job Requirements
University degree in Electrical or Civil Engineering, or 10+3/College Diploma level III certificate in power generation and system installation related to a mix of electrical, plumbing and mechanical maintenance
2 to 6 years of work experience in a similar position
Competencies in passive security management
Leadership skills and very good communication skills
Computer proficiency, very good in Excel and data management
Driving license
Very good English, written and oral; other national or foreign languages are an asset
