The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of:
Political AdvisorPurposeThe Adviser of the Head of Sub-Delegation in Jijiga advises on political developments and changes in the overall environment, conflict and security dynamics.
S/he identifies, maintains and broadens a network of contacts at Somali regional level and facilitates the management’s access to them.
Accountabilities and Responsibilities Advises staff and Head of Sub-Delegation on political issues, the conflict and security situation and contributes to defining the sub-delegation’s overall strategies
Maintains and develops a network of contacts within the regional authorities, security and armed forces, political opposition, civil society and International Red Cross and Red Crescent Movement and with any other influential stakeholders. Facilitates management’s access to them
Guides and supports the Sub-Delegation to develop a network of key interlocutors (civil authorities, civil society, NGOs, UN, etc) present in SRS
Guides and supports departments of the Delegation in Addis to identify and map interlocutors and humanitarian actors relevant to their work in SRS
Holds briefings on the context and cultural sensitivities for delegation/sub-structure staff
Monitors the humanitarian environment, needs, and contributes to the analysis of the socio-economic, cultural and political environment relevant to the ICRC in Somali Regional State (SRS)
Writes reports, briefing notes and other required documentation to share the results of political and other analyses
Supports the implementation and follow up of various field activities, especially the EcoSec (2019) in accordance with agreed objectives
Contributes to a sound working relationship with the Ethiopian Red Cross Society (ERCS) in SRS
Represents the ICRC and maintains contact with regional and local authorities, UN agencies and NGOs, in order to enhance acceptance of ICRC's activities
Facilitates and contributes to the work of delegates or other specialists, either internally or externally (internal or external meetings with authorities at local level, briefings on ICRC field activities, etc.)
Supports coordination of Protection, EcoSec, Health and Water & Habitat activities in SRS in close collaboration with the concerned departments
Represents and promotes the ICRC with regard to its
activities to all relevant interlocutors in SRS
Closely follows and contributes to the analysis of the security situation, contributes to the adaptation of security regulations if necessary and adhers to their implementation; maintains regular contact with the relevant authorities (military, security and police) especially in the areas of operation and informs field team accordingly
Contributes to the preparation of institutional reports, minutes of meetings, key points, and other ad hoc written reporting; contributions to PFR, BFR, APM, analysis of various files, etc.

Understands the roles of the components of the International Red Cross and Red Crescent Movement

Represents the ICRC in a professional manner at all times
Develops and maintains a pleasant and conducive working environment with colleagues and line managers
Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
Additional Duties
Follows up on all work-related messages and correspondence with the relevant contacts and departments
Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
Takes responsibility for the own professional learning and development
Upon request, participates in other programs based on operational priorities
Job Requirements
BA degree in Social Science, Economics, Social Science, Preferably in Political Science or closely related fields
5 years’ professional experience in similar fields,
Ability to demonstrate the existence of a relevant network of contacts.
Proven experience in cultivating networks and influencing others
Knowledge of multilateral organizations/fora/agencies and platforms
