The Delegation in Addis Ababa is seeking for an experienced, highly motivated and qualified person to fill the position of:
Law and Policy AdviserPurposePlays an important role in:
Contributing to the delegation’s analysis of political, security, military, humanitarian and other developments related to ICRC reputation/acceptance and capacity to operate.
Co-designing and delivering the delegation's overall desired identity in terms of diplomacy and policy objectives.
Advising the delegation on national and regional issues, political affairs, and security, and how they impact/relate to humanitarian action.
Crafts, builds, and maintains a strong network of key, high-level contacts within the national authorities (government, parliament, etc.), security and armed forces, political opposition, civil society and with any other influential stakeholders relevant to specific humanitarian concerns, acceptance of the ICRC's mission, strategic objectives and activities and improving its access to people in need.
Acting as a reference point and provides guidance for Prevention (law & policy) unit.
Representing the ICRC to diverse audiences in line with the delegation’s objectives.
Main Tasks
Under the supervision of the Head of Delegation S/he is responsible for:
Advises management and staff on political issues, conflict/violence and security situation, and contributes to defining the delegation’s overall strategies.
Develops Prevention objectives and supervises the conception, development and implementation of related strategies tools and activities, for internal and external promotion.
Coordinates a regional team of prevention experts, ensuring a coherent and relevant Prevention response
Facilitates, develops and supervises the delegation’s efforts related to the ICRC’s acceptance and visibility and in the promotion, implementation and integration of IHL and other appropriate legal standards.
Monitors the environment and the perception of the ICRC and the RC/RC Movement
Carries out target group analysis for monitoring and impact assessment of prevention/com activities
Develops prevention/com strategies aimed at building and managing networks
Liaises with ICRC operations in defining priorities and provide technical support, training and advice to all staff involved in or benefitting from prevention/com
Coordinates and/or carry out specially tailored presentations and workshops
for specific target audiences of influence such as arms carriers, local leaders, beneficiaries of ICRC humanitarian action
Supports the local Red Cross or Red Crescent national society in the development of its own communication and/or develop partnerships related to public communication/positioning and operational communication.
People Management Responsibilities
Act as Focal Point for the Prevention (Law & communication) department in the delegation.
Coordinates the work of the regional delegates/advisers supporting the delegation.
Functional oversight of all staff involved in prevention activities in the field. 3 resident staff in direct management and interaction with regional mobile experts.
Additional Duties
Follows up on all work-related messages and correspondence with the relevant contacts and departments
Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
Takes responsibility for their own professional learning and development
This job requires domestic and international travel up to 20% of the time.
Job Requirements
BA degree or other specialization in a related subject/policy issue/ in Law, Diplomacy, International Relations, Political Science or closely related fields
6–10 years’ professional experience as a manager or programme officer in similar fields, organizations or governmental structures,
Confirmed analytical capacity in a similar field of activity.
Ability to demonstrate the existence of a relevant network of contacts.
Proven experience in cultivating networks and influencing others
Knowledge of multilateral organizations/fora/agencies and platforms
Language Skills and other competencies
Fluent command of English and other ICRC working language (French, Spanish, Arabic or Russian); a third language an asset.
Computer literate
Driver’s license an asset
