The Carter Center is a not-for-profit international NGO committed to waging peace, fighting disease and building hope worldwide. The Carter Center - Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs is looking for a qualified professional to fill the following post for Sub-Regional Project Manager for its Oncho/LF Elimination Program.
Main Responsibilities: Gives Overall Leadership and guidance to all Oncho/LF Elimination projects to East and West Hararge.
Provides support directly to West Hararge Zonal Project activity.
Coordinates the Zonal activity in West Hararge as well as facilitates other logistics, finance and administration to East and West Hararge.
Works closely with regional assistant M&E officer and ZPCs to develop annual plan of action (POA) for Oncho/LF Elimination Projects.
Monitors proper implementation of Oncho/LF POA in the project areas.
Complies monthly activity reports and monitors performance of the projects against project agreements.
Monitors status of finance utilization of projects under his authority, identifies important issues and updates Regional Manager on key findings.
Mobilizes his staff for development/revision of Oncho/LF guidelines, training manuals, IEC/BCC materials and other program inputs.
Complete periodical performance appraisal for all staff under supervision.
In consultation with the Regional Manager and Program Manager regularly updates BoFED, RHB, ZHDs and Zone Finance and Economy Development Departments on progress of projects implementation.
Participate in Oncho/LF workshops in the zones and elsewhere when instructed by the Regional Manager.
Contribute to strengthening of Oncho/LF task forces at zonal levels.
Monitors status of budget utilization and
other available resources of projects under his authority, identifies important issues and updates Regional Manager.
Closely supervise the performance of administration, finance and general service personnel and resources developed for the projects.
Prepares periodic budget proposal for funding.
Approve local procurement and disbursement of supplies and other logistics.
Provides comprehensive and continued support to the ZPC for whom he serves as a mentor.
Perform other duties as instructed by the Regional Project Manager and Program Manager.

Job Requirements
Qualification and Experience:
Master's degree in Public Health or related fields from a recognized university.
Minimum of seven years’ and more relevant experience in disease prevention and control, Preferably NTD and Oncho/LF Elimination Program.
Additional Requirements:
Reasonably good experience in project management
Able to speak local Language and has working experience in the area
Willingness to travel and work in remote areas
Good computer skills, especially in data management
Recommendation letter from the most recent employer
Able to present release letter from current employer in two weeks after job offer
