The Carter Center - Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs is looking for a qualified professional to fill the following vacant post for its River Blindness and Lymphatic Filariasis Elimination Program.
Summary Job Description:
Provides overall leadership and guidance to all regional Oncho/LF Elimination Program projects in his/her assigned region.
Works closely with Entomologists, Oncho/LF Program Officers, and Zone Project Coordinators to develop annual Plan of Action (PoA) for all Oncho/LF Elimination Program projects.
Works closely with Entomologist, Oncho/LF Program Officers, Zone Project Coordinators, RHBs, and FMoH in preparation of annual Mectizan and Albendazole applications.
Ensures proper implementation of Oncho/LF Elimination Program PoA in project areas.
Compiles monthly, quarterly, and annual activity reports. Monitors performance of the projects against project agreements.
Monitors finance utilization status of projects under his/her authority. Identifies important issues, and updates Program Manager & Country Representative on key findings.
Mobilizes Zone Project Coordinators for development/revision of Oncho/LF Elimination Program guidelines, training manuals, IEC/BCC materials, and other program inputs.
Completes periodic performance appraisal for all staff under his/her supervision.
In consultation with Country Representative or Deputy Country Representative, regularly updates BoFEDs, RHBs, ZHDs and Zone Finance and Economy Development departments on progress of projects implementation.
Participates in Oncho/LF Elimination Program workshops in
respective regions, zones, and elsewhere, when instructed by Program Manager.
Contributes to strengthening NTDs (Oncho/LF) Taskforce at zonal and regional levels.
Closely supervises performance of administration, finance, and general service personnel and resources deployed for projects.
Prepares periodic budget funding proposals.
Approves local procurement, supply disbursement, and other logistics.
Authorizes payments effected by cheque.
Terms of Employment: One year contract with a possibility of extension.

Job Requirements
Qualification and Experience:
Msc degree in Project Management, Public Health or related fields from a recognized university
Minimum of seven years relevant experience preferably in project management of health programs.
Additional Requirements:
Reasonably good experience in health projects management
Highly energetic and able to work independently with little supervision
Excellent data management and report writing/preparation skill
Willingness to travel and work in remote rural areas during field work
Very good computer skills
Able to present release letter with recommendation from recent employer in two weeks after job offer
Previous NGO experience
Able to speak local language of the area is highly advantageous
Prior work experience in Gambella Region or similar hardship areas
