Position Description:
The main goal of the East Africa Conserving the Western Indian Ocean Activity will be to promote the recovery and resilience of marine biodiversity and coastal communities in the Western Indian Ocean as part of a larger goal to advance achievement of a sustainable Blue Economy and the global goal to protect 30% of marine areas by 2030.
This will be accomplished through 1) Realizing an inclusive vision for achieving an ecologically connected MPA network, 2) Accelerating effective devolved co-management to implement the MPA network and strengthening fisheries management, and 3) Reducing threats to small-scale fishers and high biodiversity coastal resources posed by industrial fishing fleets, particularly distant water fleets and international crime networks.
The focus geography may include Kenya, Somalia, the Seychelles, Comoros, South Africa, Mozambique, Tanzania, Mauritius, and Madagascar.
The Technical Lead for Community-based coastal resource management will be responsible for the strategy and implementation of Objective 2, which aims to accelerate effective co-management of climate-resilient small-scale fisheries through a community-based approach scaled regionally.
This work will build upon lessons from Rare’s Fish Forever program, a global coastal fisheries initiative, as well as other ongoing projects in the region.
Working closely with the Chief of Party and other Technical Leads, the successful candidate will help ensure a seamless, integrated execution of the Activity’s overall field strategy.
S/he should be an effective technical leader with a record of success in the WIO region managing and implementing community-led co-management programs in coastal fisheries This will be a full-time position, likely based in Nairobi, Kenya for the full life of project (anticipated five years).
Responsibilities:Provide technical leadership and overall management of Objective 2, including supervision of key field staff and consultants, and coordination with local partners;
Provide expert technical input to development
of strategic objectives relevant to community-led approaches to co-management and devolved authority for coastal fisheries management;
Oversee field implementation regionally and at community-level related to co-management of fisheries, with activities including establishment and capacity building of local fisheries management bodies, development and implementation of management plans that are gender- and climate-responsive, monitoring of management effectiveness, community surveillance and enforcement systems, and livelihoods and financial inclusion efforts;
Collaborate closely with other Technical leads to ensure seamless and integrated implementation of the overall Activity;
Travel within the region to support site- and regional-level implementation as needed
Qualifications:
Minimum of a bachelor’s degree in fisheries, biology, marine biology, environmental science, social science, community development or relevant field; a master’s degree is a plus;
Minimum of 7 years’ experience and proven track record in assisting local governments and/or building organizational capacities of environmental/fisheries management organizations, community-based people’s organizations, and/or NGOs;
Demonstrated field-based program management experience;
Knowledge of integrating/mainstreaming gender and climate change into community-based fisheries co-management systems
Strong network of regional and local government, NGO and civil society within the marine/coastal fisheries sector in focus geography, which may include Kenya, Somalia, the Seychelles, Comoros, South Africa, Mozambique, Tanzania, Mauritius, and Madagascar; and
Excellent communication skills in English. Foreign language ability a plus.
