Context:The southern part of the Central Equatoria State, bordering the Democratic Republic of Congo and Uganda, has become a new State, with Yei as its capital since the territorial reform of October 2015.
This new state, which covers 10 counties and has an estimated population of 788,610 people (2014) had been spared from the conflicts and experienced stability which had allowed the intervention of development partners, such as HEKS or GIZ.
The situation deteriorated in 2016, with tensions between the population and the newly deployed Sudan People’s Liberation Army soldiers, and then direct confrontations between the National Army and the SPLM - IO rebels in the whole Yei River State, subsequently to the most recent coup d’état in July 2016 in Juba.
Fighting, but also retaliation by armed groups on civilians, led to a massive flight of people to Uganda, the Democratic Republic of Congo and Juba. UNHCR registration figures1 showed that this crisis has created an influx of 303,434 new South Sudanese refugees in Uganda and 36,897 in the Democratic Republic of Congo, from 8 July 2016 to 13 Nov 2016.
An unknown number of displaced persons were reported to have fled to the bush and the town of Yei, emptied of approximately half of its original inhabitants (48 000 people, according to most recent HCR figures), is now an enclave, controlled by SPLA elements but surrounded by rebels, where 100,000 are trapped (including 58,000 recent Internally Displaced Persons).
Alarming reports and press release have denounced atrocities committed by both sides of the conflict since the start of the crisis in July 2016. Between October 19 and 26, Human Rights Watch (HRW) researchers interviewed more than 70 victims and witnesses in Yei but because of ongoing insecurity, they were unable to
reach and assess areas outside of Yei, including Mugwo, Rubeke, and Mitika, on the road to Lasu, places where there have been further serious allegations of abuses.
HRW documented numerous cases of arbitrary detention and torture of civilians (predominantly men) by government troops, targeted deadly attacks based on ethnicity, killing and rape of civilians by Government soldiers and rebels as well as forced displacement and looting of homes and belongings by SPLA soldiers.
Following a request by HEKS in early October 2016, Tdh - Lausanne conducted and rapid needs assessment of the humanitarian situation in Yei in November 2016, which highlighted uncovered priority needs in the sectors of Wash, Livelihood and protection (cf. Annex 1 Needs Assessment).
The blockade of the city, insecurity on the supply routes, the departure of economic operators and forced massive population movements no longer allow access to basic hygiene items or guarantee the distribution of safe drinking water.
The proposed intervention, which includes protection, wash and livelihood activities, will usefully complement the existing limited response by WFP and UNHCR. Local organizations, such as SSUHA or the Crop Training Center, will be involved in the implementation whereas HEKS will share its sound knowledge of the area, local partners and authorities with Tdh.
The Wash intervention, in collaboration with the local NGO SSUHA, aims at repairing 93 hand pumps / boreholes, revitalizing the management committees of the water points by actions of disinfection (and chlorine choc treatment) of boreholes, and need-based hygiene promotion actions including the distribution of hygiene kits to 4,000 households.
HEKS supports seven South Sudanese non-governmental organisations 4 in Central Equatoria with the development and rehabilitation of their villages
in the Terekeka and Yei River States. Among these local organisations, the South Sudan Health Association (SSUHA) has been HEKS’ main partner for Wash activities since 2008.
