Contractual conditions:
Junior Program Officer position. Expatriate contract under Swiss regulations 2’200 CHF (~1’900 €) <> 2’400 CHF (2’100 €) net /month x 13 times (+ Withholding AVS candidate for Switzerland).
Vacancy: 25 days/year, Health insurance, accident and medical repatriation insurance, location, return flight.
Context:
Juba became the world newest national capital on the 9th July 2011, when South Sudan formally declared its independence from the Republic of Sudan. In December 2013 a conflict broke out between the President (Salva Kiir) and former Vice President (Riek Machar).
Numerous ceasefires were mediated between the SPLA (Sudan’s People Liberation Army) and SPLA- IO (in opposition) but were subsequently broken.
In August 2015 an Agreement of the Resolution of the Conflict in South Sudan was signed between the parties in conflict, nevertheless the violence never stopped in the country and the metaphorical road toward real peace still looks very difficult.
Main responsibilities:
Under the direct supervision of the field coordinator and matrix management of the Logistics Manager Juba, the main purpose of the position is to carry out efficient.
The manager is responsible for the provision of:Logistics support in Yei base, in line with Tdh’s policies and principles.
Quality management of the Yei logistics team (recruitment, training and follow up, including evaluations).
He/she works in complete line with the project strategy defined for the intervention.
The purpose of the position is to supervise all logistics activities regarding the projects and the base of Tdh:
Management of the fleet of vehicles / equipment
Stock Management
Procurement – supply
Management of compound
HR management of the logistics staff of the base
The Logistic Officer JPO will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Code of conduct and child safeguarding policy.
Terre des hommes expects that its contractors’ professional conduct reflects proper behaviour in accordance with local culture and traditions.
The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.
Tdh intervenes without any affiliation for politics, religion or financial profit. He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.
He/she commits to observe discretion on any information related to the organisation functioning and beneficiary related issues.
Function details:
Ensures the safety and the organisation of all Tdh taff and materials transportation
Organize the allocation and provision of the vehicles/equipment
Identify the requirements and choose the suppliers
Provide training in the handling of operating procedures related to the vehicles
Ensure a proper follow up of movement and fuel is in place (log book, monthly fuel follow up, etc)
Ensure that the preventive and curative maintenance of vehicles is done
Send once a month the fleet follow up to the Logistics Manager Juba
Handle transportation contract negotiation with suppliers and follow up
Ensure the setting up of the equipment and the maintenance
Monitor the additional equipment required and advise on the purchase
Identification, registration in the equipment follow up and labeling of all the equipment
Ensure the monitoring tools, including the follow up and update of the equipment and accessories’ list are set up
Handle orders and service contracts according to the established
rules
Do and/or collect the PSR for all the departments
Ensure procurement logistics procedures are followed including CBA, contract, archives, follow-up
Define the more relevant means of transportation for goods delivery and process the administrative formalities related to
Ensure the purchase follow up plan is updated and sent to the Logistics Manager Juba on a monthly basis
In relation with project Managers, ensure monthly update of projects procurement plan
Ensure the flow of merchandise is organized
Update and share the monthly stock inventory
Supervise stock movement’s follow up
Handle rental contracts for all premises
Handle contracts linked to utilities of the premises (water, electricity, etc)
Ensure adequate and required equipment/furniture are in place and functioning
Ensure follow up and supply of office supplies
Ensure the maintenance and repairs of the premises
Adhere strictly to Tdh and country security rules
Participate in the elaboration and updating of the country security plan and guidelines
Hold security briefings when needed
Ensure that safety equipment is present, up-to-date and in compliance in the different office, guest houses and project locations
Provide the logistical management for expatriated HR or other people passing through (welcome, lodgings, travel, etc.) in close collaboration with the other department
Organize travels in the framework of the projects (planning, vehicles…)
Provide team members with the information necessary for the successful implementation of the projects
Make suggestions and participate in the development of new tools in his/her field of activity
Create strategies to improve the support for the programs in the intervention zone
Ensure regular feedback to the staff under her/his responsibility and appraisal process when needed
Support disciplinary measures application if needed
Ensure regular training
Provide the line manager a monthly report and forecast (Purchase follow up, Stock inventory, Equipment follow-up, Fleet data base)
Together with Logistics Manager Juba and the Project Managers, contribute to drawing up and implementing intervention strategies with relation to project teamsOther
Agree to comply with Tdh Code of Conduct and promote Child Safeguarding policy
Report serious cases of abuse on children that she/he would be aware of in Tdh’s intervention locations. Strict confidentiality must be respected
Adhere to and enforce current administrative and logistical regulations and procedures
Work in close collaboration with projects teams and the different departments
Provide logistics support to the field teams (operational support in the camps or in the different areas of Tdh interventions
Profile:
Professional diploma or university degree is a Logistics field (supply, IT, mechanic…)
At least 1 year experience in a similar position
Advance IT knowledge (hardware and software, Microsoft Office, Internet)
Previous experience with an NGO in a difficult context
Previous experience in emergency response is appreciated
Knowledge of international humanitarian response and development work
Excellent written and spoken English (French is not required)
Ability to work in an inter cultural environment
Flexibility
Responsive, motivated, good communicator
Management skills
Knowledge of major donors procedures is an asset
