About the projectLI-WAY is a five-year program implemented by a consortium of partners composed of SNV Netherlands Development Organization (SNV), Mercy Corps (MC), TechnoServe (TNS) and Save the Children International by the financial support from the Swedish International Development Cooperation Agency (Sida).
The overall objective of the program is to contribute to sustainable poverty reduction and social stability in Addis Ababa.
The specific objective is to improve the livelihoods situation of 200,000 poor people, of which at least 50% are women and 75% youth, by increasing their income and access to economic opportunities.
The program is achieving this through activating, catalyzing and promoting market-based solutions to address systemic constraints that undermine the potential of selected subsectors in creating jobs and increasing income for women, youth and the poor in Addis Ababa In this engagement, TechnoServe focus on Growth Sector aiming to increase employment by increasing the performance of medium and large manufacturing firms
Position description
The MRM Officer is responsible for
Supporting the design and regular update of IMT (Intervention Management Tool)
Providing support to Intervention lead and broader consortium Li-WAY MRM team
Learning and Knowledge Management
Assisting the development of new data collection tools and training.
Supporting the design and implementation of the intervention survey plan
Preparing regular reports in a timely manner
Duties and Responsibilities
Support Designing and regularly updating the IMT (Intervention Management Tool)
Support designing the IMT with technical lead and MEL manager.
Regularly review the MRM section every quarter.
In collaboration with intervention lead and MEL manager, design results chain for each intervention.
Ensure results chain and other IMT tools incorporate gender-responsive inductors and measurements.
Train enumerators on how to collect data in a gender-conscious way
Providing support to Technical Team and broader consortium LI-WAY MRM team
Provide regular support to technical team from diagnosis to implementation (full intervention cycle)
Review research tools and provide guidance for the technical team.
Carry out regular ad hoc action research as required by the technical team.
Participate in a brainstorming session with the technical team
Review literature collects secondary data and provide background on intervention specific thematic areas.
Carry out landscape and case studies as necessary.
Help other consortium MRM teams with document review and carrying out ad hoc research as necessary.
Participate in regular meetings with LI-WAY MRM team
Provide regular reports to LIWAY MRM team on the progress of intervention and IMT
Learning and Knowledge Management
Capture learning from progress report, client and partner visits
Conduct action research, when necessary, and provide feedback to the technical team.
Manage online files using Google Drive (this includes creating profile and organizing file for each intervention, client and/or partners).
Share learning internally to TechnoServe and externally to the border Li-WAY consortium and other stakeholders.
Create and maintain folders for each intervention, including subfolders for diagnosis, concept note, proposal, results in measurement and impact
Control file versions and set standards for sharing and editing.
Regularly collect progress update reports from partners and file accordingly
Maintain a database of the profile of partners, stakeholders and other relevant clients.
Assisting the development of new data collection tools and training
Support the MEL Manager to design and prepare forms
for effective data collection, such results monitoring tool, and manage the preparation of forms and distribution of forms to partners.
Test the first draft of questionnaires and collect feedback
Provide coaching and feedback on data collection tools and templates; as well as follow up coaching and support
Facilitate/deliver data collection tools and deliver related training; Provide Continuous coaching and feedback on data collection tools and training
Organize training for enumerators and supervisors; Organize payments for training to enumerators and supervisors as well as data collection team.
Configure tablets to pull monitoring contents from the online system at the same time sync with the system.
Monitor online tablet base training observation, evaluation and aggregation.
Supporting the design and implementation of Project surveys
Support the design and implementation of evaluation surveys, including developing the work plan and budget for surveys; facilitate and deliver survey related training; Assist in survey development
Responsible for managing the implementation of evaluation surveys, including overseeing data collection, ensuring data quality, and analyzing data and report writing.
Assist in adjustments to survey materials; Ensure the translated survey materials are congruent with the original language and check to format.
Assist in online survey programming
Support survey quality assurance using built-in algorithms (SurveyCTO and Google sheets)
Configure tablets and push survey questionnaires to tables.
Testing questionnaires using tablets and provide feedback.
Prepare regular reports in a timely manner
Respond to data and customized report requests in a timeline manner
Prepare accurate progress summaries from partners, firms and other stakeholders in advance and share to team coordinator and LI-WAY MRM team.
Fulfil other duties and responsibilities
Prepare miscellaneous different tools, materials to support project implementation
Assist in the development of a new/existing system to collect data from the field
Support evidence-based management and decision-making
Implement the project’s Learning Agenda, together with the technical lead coordinator and MEL Manager.
Any other duties assigned by the MEL Manager
Job Requirements
Required Qualifications and Capabilities
A true passion for and commitment to fighting poverty and economically empowering youth and advancing gender equity.
Experience working in relevant geographies; Knowledge of, familiarity and experience working with private sector companies in Ethiopia.
Practical experience in working or carrying out study in manufacturing sector.
Bachelor’s Degree in Economics, Statistics, Social Science and related field with a minimum of 3- 5 years’ experience in managing data
Computer savvy: experience with software programs related to data analysis including a high level of proficiency in Excel.
Experience deploying and using digital tablets for data collection
Ability to balance multiple priorities and meet deadlines.
Ability to work both independently and as part of a team.
Fluency in Amharic and English; Oral and written communication skills that are clear and concise in both languages
Keen attention to detail and highly organized
Strong interpersonal and cross-cultural skills
