Safety and Security Manager Based: Juba (with extensive travel to field locations) To start: as soon as possible Contract duration: 12 months with possibility for extension depending on funding

Tearfund has been working in South Sudan since the 1970s through partners and the disaster response team has been directly involved in the country since 1998. The relief programme is largely based in former Jonglei state and Juba with longer term work with partners focused in Central and Western Equatoria and Northern Bahr el Ghazal.

Tearfund is offering the opportunity for an experienced Safety and Security Manager to join Tearfund's team in this challenging and fast paced environment, working with a fantastic team of professionals committed to serve those the most vulnerable in one of the most difficult humanitarian contexts in the world.

We are looking for an experienced and committed individual to provide strategic safety support to our operational and partnership work in South Sudan.

Currently our programme encompasses both humanitarian (emergency) and recovery response - WASH, Nutrition, Food Security and Livelihoods as well as support of church-led community development projects in partnership with local faith based organisations (NGOs and Churches).

The budget currently ranges between £4m - 5m per annum funded from a range of institutional donors, with a multi cultural team of about 200 national and international staff.

Although a the peace agreement has been signed in late 2015 and the newly formed transitional government of National Unity is now in place in Juba, the safety situation in the country remains extremely volatile and changes daily.

Tearfund is therefore seeking an someone with proven experience as a safety and security manager in highly insecure environments to support the Country Director with safety management in all the programme’s activities.

Candidates need strong interpersonal skills and should be able to provide safety training to staff of various levels of understanding. The safety and security manager will take responsibility to:

Look at all Field Sites and see how to improve on current safety in those

locations to enforce and demonstrate an excellent safety culture

Ensure that staff get applicable training/conduct training for their level of responsibility before deployment to field sites

Maintain the centralized filing system on google drive with restricted access so that appropriate analysis and learning outcomes can be created.

Maintain the security dashboard for each location

Facilitate Area Coordinators to update Tearfund’s safety plans and do an active review every 6 months or with a sudden shift in the operating environment to ensure correctness and trends are correctly taking into account, paying special attention to triggers and scenario planning

Revise contingency and evacuation plans,

Ensure hibernation spaces are set up and managed according to Tearfund procedures

Carry out site surveys for new project offices

Carry out all required Tearfund H&S and Safety Manager reporting on a regular basis

Analyze the safety environment and incident reports to track trends and provide informed advice to staff,

Be a member of the country senior management team and ensure proposals are done with safety input to ensure adequate budget

Support HR and logistics, finance and other departments in adequately reflecting safety needs

Build positive working relationships with sector-related personnel and attend coordination meetings,

Share learning and experiences with the wider organisation.

Building up good solid contacts on the ground to aid the SS Team as a whole and ensure that field teams have an adequate communication network with local authorities, NGOs in the immediate programme area and wider region as well as internal communication systems

The Safety Manager will travel to all field sites frequently to conduct safety and safety assessments, provide training to safety focal points, monitor progress and development of action plans for immediate implementation.

Play an active role together with HR in the staff well-being programme currently developed

Excellent written and spoken English is essential.
