The Tax Justice Network Africa (TJNA) is a Pan African organisation and member of the Global Alliance for Tax Justice. TJNA aims to promote socially just, accountable and progressive taxation systems in Africa. We advocates for pro-poor taxation systems and the strengthening of tax regimes to promote domestic resource mobilisation. TJNA aims to challenge harmful tax policies and practices that favour the wealthy and those that aggravate and perpetuate inequality.


Tax Justice Network Africa Policy Lead – Tax and the International Financial Architecture (TIFA) Vacancies

Job Description

The position is responsible for leading, coordinating, and conducting analysis and research on the policy thematic area of Tax and the International Financial Architecture (TIFA).

Responsibilities

  • Lead and coordinate research on the state of tax systems as it relates to TIFA in order to establish evidence-based dialogues on based on international practices.
  • In liaison with the Deputy Executive Director, lead in the understanding of TIFA issues and inform the view of TJNA on TIFA policy matters within Africa and be able to share and publicise these views with key stakeholders, government, the media and other organisations and at meetings and conferences;
  • Provide leadership among TJNA members in the process of developing the TJNA long-term
    perspective and strategy in working on international tax while ensuring a high level of understanding and expertise in TIFA issues
  • Produce analytical and research outputs that:
    (i) inform TJNA positions on TIFA issues;
    (ii)direct advocacy campaigns;
    (iii) inform policy at national, regional, continental and global policy; and
    (iv) influence decision-makers.
  • Manage external consultants and also directly deliver delegated policy and research projects on the TIFA thematic pillar as identified in the annual work plan;
  • Develop and write policy papers and advocacy issue briefs on taxation in collaboration with relevant TJNA staff, members and partners.
  • Contribute to relevant international TIFA policy debates and discussions ensuring TJNA has increasing policy influence.

    Qualifications

  • Minimum – Master’s degree in political science, economics, development economics,
    international relations, international development, political economy, law or related fields from recognised institution.
  • Five or more years work experience in the areas of international development, human rights, poverty reduction, tax and development, and social justice, development economics, trade, analysis and research on international tax matters
  • Technical Knowledge of and experience dealing with international tax matters including covering issues such as transfer pricing, trade mispricing, double taxation agreements, Illicit Financial Flows, base erosion and profit shifting, off shore operations
  • Knowledge of and experience working on fiscal governance and taxation issues.
  • Knowledge of and experience working with international financial and regional
    intergovernmental institutions.
  • Advanced knowledge of regional, continental, and global dialogues and processes in the International Tax Space e.g. Financing for Development process, Sustainable Development Goals, UN Tax Committees on Tax, HLP on IFFs, and so on
  • High level policy analysis skills. Strong communication, analytical, research and professional writing skills; writing must be easily adaptable to a variety of audiences.
  • Good public presentation skills and the ability to communicate to a variety of audiences.
  • Demonstrated leadership ability; Flexibility, creativity, strategic thinker
  • In-depth knowledge of key African development and governance concepts, processes and institutions, especially in relation to: Development Finance, Tax & Development and Tax
    Justice.

    Tax Justice Network Africa Policy Lead – Fair and Equitable Taxation Vacancies

    Job Description

    This is a new post that merges TJNA’s work on inequality and the need to align the organisation’s work around the global movement for fairer and equitable tax policies and systems.

    Responsibilities

  • Provide leadership among TJNA members in the process of developing the TJNA long-term
    perspective and strategy in working on inequality while ensuring a high level of
    understanding and expertise in fair tax issues.
  • In liaison with the Deputy Executive Director, lead in the understanding of fair and
    equitable taxation and inform the view of TJNA on progressive and equitable tax policy
    matters within Africa ensuring an ability to share and publicise these views with key
    stakeholders, government, the media and other organisations and at meetings and
    conference.
  • Keep abreast with global initiatives within the Tax Justice campaign and the international
    tax agenda and wherever possible, apply them in TJNA’s research and policy analysis
    work.
  • Undertake analysis and empirical research on fair tax issues in close collaboration with
    colleagues and collaborators such as members, consultants, national peer review teams.
  • Review, edit and provide quality oversight to TJNA commissioned research reports and
    documents.
  • To lead and coordinate TJNA’s work on the Fair Tax Monitor tool that enables cross country comparisons on of fair tax systems. This includes (but not limited to) further development and refining of the tool, organising the work and play an important role in the further development and refinement of the methodology.
  • To coordinate fair tax studies in selected developing countries.
  • To coordinate the fair tax work, meetings, Skype calls and other relevant fair tax work
    activities.
  • Produce meeting/workshop minutes.
  • Manage external consultants and also directly deliver delegated policy and research
    projects on fair taxation themes as identified in the annual work plan.
  • Contribute to relevant international fair tax policy debates and discussions ensuring TJNA has increasing policy influence.
