Job Summary:
The Policy Analyst is responsible for developing and updating policies and strategies, designing implementation frameworks for strategies and establishing monitoring systems, and formulating projects that support sustainable sector growth.
He/She is responsible for supporting the development of legal frameworks and facilitating and supporting project design, resource mobilization, and project implementation endeavors. He/she supports the development of strategies for the competitiveness of tourism services, community engagements, and facilitation of industry conferences, workshops, and seminars.
Specific Duties and Responsibilities:
Planning and ManagementDevelop and update policies and strategies based on research-supported gap identification and analysis and ensure youth are targeted.
Design implementation frameworks for strategies and establish monitoring systems that help to oversee development plans and strategies focusing on youth skilling and access to finance in the tourism sector.
Formulate projects that support the sector's sustainable growth and ensure community benefits.
Facilitate the national tourism resource mapping project, design tourism development programs, and involve interns in co-creating the tourism resource mapping.
Support the sector's sustainable growth by engaging MSMEs in the tourism business through training recent graduates, working on succession planning, and ensuring community benefits.
Support and guide policies in shaping and enabling young entrepreneurs to have creating skills and access to finance.
Identify core challenges hindering the sector's growth and formulate mechanisms to address them.
Facilitate and support project design, resource mobilization and project implementation endeavors.
Provide technical advice to the Ministry targeting to promote institutional capacity.
Provide strategic support to the sector based on research and adoption of best practices.
Devise mechanisms to tackle the shortage of skilled labor force in the sector.
Prepare, implement and review sector reform programs.
Provide key support to such areas as Destination management, Product development, Tourist services classification and standardization, and marketing and branding.
Design and implement concrete executive and legislative frameworks that properly administer and strengthen the tourism value chain.
Formulate and implement tourism development projects.
Strategize to ensure the quality and competitiveness of tourism services, improve the overall attractiveness of tourism destinations, enhance workforce competence, and market the country internationally.
Formulate Community engagement strategies and benefit-sharing schemes in tourist destinations.
Prepare presentation content for use at industry conferences, workshops, and seminars on Tourism and the Visitor Economy in Ethiopia and publication to stakeholders, policy-making
organs, Parliament, or the wider public.
Perform other duties as requested by the supervisor or management.
Staff Management and development
Support and coach staff reporting to him
Support, coach, and mentor interns
Monitoring, Evaluation, Networking
Establish and monitor knowledge management systems in the sector.
Set mechanisms to effectively monitor the smooth functioning of project activities and suggest remedial actions when necessary.
Investigate the overall implementation of tourism development plans, programs and strategies and set remedies to fill observed gaps.
Strengthen coordination and partnership among actors within the tourism value chain.
Review and appraise project proposals against the sector's long-term objectives and stakeholders' demands.
Reporting
Submit monthly, quarterly and annual reports on performances
Prepare ad-hoc reports as required by the Minster and other executives
Qualifications, Skill & Experience
Education/Training
PhD in Policy Studies, Economics, Public Policy, Economic Development, Business Administration, Tourism Management, and related fields of study.
Experience
At least ten years of experience in policy design and implementation, strategic planning, project management and supervision, strategic planning, strategic surveillance, monitoring, and evaluation, preferably in the tourism and hospitality sector.
A strong Experience in policy formulation and implementation, project design and implementation

Excellent communication and interpersonal skills
Proficient project management skills
Strong desire and curiosity to learn, continuously improve and expand skills
Literacy in computers with sound application of different software programs
