Job DescriptionI Organization strategic goals summaryThe Ethiopian Investment Commission (EIC) is an autonomous federal government institution established by the investment Proclamation No.1180/2020 to carry out an efficient investment administration system and to encourage foreign and domestic investments in Ethiopia through promotional, support, and aftercare schemes.
EIC’s Core objectives include enhancing the competitiveness of the national economy by promoting investments in productive and enabling sectors; creating more and better employment opportunities for Ethiopians and advancing the transfer of knowledge, skills, and technology required for the development of the country; increasing foreign exchange earnings by encouraging the expansion in volume, variety, and quality of the country's export products, quality jobs creation and services;
Save foreign exchange through local production of import substitutes; augmenting the role of the private sector in the country's economic development; exploit and develop natural, cultural, and other resources of the country; create an integrated economy by strengthening inter-sectoral and foreign-domestic investment linkages, and encourage socially and environmentally responsible investments;
Employment Terms: Two years on Contract basis
II. Specific Duties and Responsibilities
Job Responsibility #1: Planning and Execution
Prepare an Annual Plan for the activities accomplished under his/her supervision.
Undertake and/or oversee diagnostics studies on policies, laws and working procedures that affect the investment landscape and forward recommendations for intervention, assisting the EIC in implementing regulatory mandates,
Lead research and analysis to identify skills mismatches and skills transfer challenges and trends that affect the future and current industrial workforce development during the Commission’s strategy and program development processes.
Ensure issues and trends that affect the quality of skills development training interventions at the industrial park are identified.
Lead policy-oriented research study in skill mismatches, skills transfer, gender-based wage gaps and discrimination, productivity improvement, turnover, and workforce transitional challenges and overall development of the workforce in order to create decent jobs.
Ensure that the industrial park level decent job agenda are effectively implemented and support the grievance redressing mechanisms establishments including the call centers.
Support the Commission’s activities in investment climate improvement and reform programs.
Document and share success and impact stories during learning process of skills development, skills transfer, and reflection meetings/workshops.
Job Responsibility #2: Staff Management and development
Support and coach staff reporting to him/her.
Provide capacity building training to staffs on fare recruitment protocol, workers registration, allocation and re-allocation, promotion, and termination using the database system.
Build capacity of supervisors and managers of the labour market information system at the industrial park level in the effective utilization of the system to collect export performance and jobs creation data and analyse available data to have informed decision.
Develop the capacities of local authorities on how proactively support job seekers and support access to accurate labour market information dissemination to create smooth transition for job seekers and increase job retention.
Job Responsibility #3 Monitoring, Evaluation, Networking
Build monitoring and evaluating mechanisms on skill development interventions
and capacitate field staff on how to measure impacts of interventions and provide guidance learning management mechanisms.
Provide substantive support and advice on the implementation and monitoring of the projects that are put in place to enhance Job creation and facilitate employability in industrial parks.
Monitor and support centrally to create better labour market condition in each industrial park and supervise whether there is a fare labour market condition prevails.
Maintain relationships with partner organizations, government representatives and other key stakeholders at the country-level, communities of practice and global stakeholders.
Lead potential development partners engagement around skills development, minimum wage determination, productivity improvement and labour market management programs.
Job Responsibility # 4 Reporting
Submit monthly, quarterly, and annual reports on performances
Prepare ad-hoc reports as required by the Commissioner and other executives
Job Requirements
Education/Training
Master’s in economics, or Development Studies, or Business Administration or related fields, or Bachelor of in Economics or related fields.
Experience
At least ten years (for Master) and 12 years (for Bachelor) of combined professional work experience in either one or more of the following:
At least five years of managerial experience with demonstrative effectiveness, in leading and coordinating, research and analysis of large data sets including from multiple sources.
Experiences in leading and coordinating research and survey.
Experience of working with development partners and development projects.
Experience in labor market study, in an academic or think tank setting and policy brief drafting.
Experience in prioritizing and sequencing programmatic and operational activities.
Experience creating partnerships at the national and (preferably) at the international level.
Values, Technical and Other Skills
Understanding of investment policy and legal regime, private sector development policy and national economic development policies.
Consulting, and research publications experience
Providing policy advice on economic development, industrial policy and/or investment-related subjects,
Team leadership, program/project coordination/support type roles,
Investment promotion and facilitation,
Institutional capacity-building roles, business and/or public administration roles,
Excellent communication skill in the English language.
Strong analytical skills in legal, economic, and social dimensions of development and investment.
Proven analytical and opinion writing ability.
Highly facilitative and collaborative leadership style.
Knowledge and effective use of analytical software.
Highly organized and dedicated with positive attitude.
