Position: Director Revenue Management

Job Group CPSB 03 `R’

Number of Posts: One (1)

Terms of Service: Four (4) years renewable contract subject to satisfactory performance


Remuneration: As provided for by the Salaries and Remunerations Commission
The Officer will be the Head of Revenue Management Directorate and will be responsible to the
Chief Officer Finance & Economic Planning for effective and efficient management of Revenue
collection and reporting in the county.

Duties and Responsibilities will include:

i. Identify other sources of County Revenue and maximize on revenue collection in all
streams.
ii. Planning, organizing, directing, coordinating and controlling of the County revenue
collection function
iii. Implementation of County policies and regulations for revenue administration
iv. Design, formulation and implementation of Comprehensive, efficient and effective
revenue management system.
v. Development and implementation of County Revenue diversification plans and revenue
growth
vi. Implementation of county policies and regulations on revenue
vii. Maintenance of records of all the revenue sources, rates and revenue collected
viii. Projection of regular revenue trends for planning and decision making in the County
ix. Design performance evaluation systems that track progresses on target.
x. Preparing and timely submitting of monthly, quarterly and annual revenue collection
reports and statistics

Requirements for Appointment

For appointment to this grade, an officer must have: -

i. Be a Kenyan citizen.
ii. Have a minimum of a Bachelor’s degree in commerce (Accounting/Finance option)
from a recognized institution/ University in Kenya. A master’s Degree will be and
added advantage.
iii. Be a holder of CPA (K) or its related equivalent.
iv. Be able to demonstrate familiarity with public financial management, revenue and
accounting system.
v. Have at least six years post qualification experience, 2 of which must be in a senior
management position in a busy commercial or public financial accounting or treasury
environment.
vi. Be conversant with various computerized financial management systems;
vii. Demonstrate good communication and analytical skills.
viii. Have a Certificate in Strategic Leadership Development Program (SLDP) lasting not less
than six (6) Weeks OR equivalent senior managerial training from a recognized
institution.
ix. Satisfy the requirements of Chapter 6 of the Constitution of Kenya 2010 on leadership
and integrity.
