As an International Christian Humanitarian Development organization, World Vision Ethiopia (WVE) is trusted to deliver community service through its 58 Area Development programs (APs) located in seven regional states of the country.

WVE is looking for persons who fulfill the following qualifications.
Purpose of the position:
To manage support services functions at WVE Cluster Program Office (CPO) in the areas of Supply Chain Management (Procurement, Contract Administration for Construction Project, Warehouse & distribution, and Fleet Management) , ICT, and Administration functions and provide overall support services management in the implementation of organizational policies and procedures.
Supervise functions of ICT, Administration, Procurement, Contract Administration of construction Projects, Warehouse & Distribution, and Fleet Management.
Major Responsibilities Includes
Procurement management for Goods, Services, and works
Ensure the placement of Contracts for high spend categories (financially and volume) and service through pre-qualification process, frame agreement, and other appropriate methods stated in WVE Procurement manual
Ensuring the Procurement process of Goods, Services, and Works required to support program are supplied timely, adequate quality and quantity in compliance with WVE Procurement manual and procurement process.
Develop consolidated annual Procurement Plan
Coordinating the collection , review and recording of Purchase Requisitions as per the annual procurement plan
Evaluate, select, and develop list of suppliers database
Facilitate the assignment of Procurement committee and provide orientation on Procurement Manual,
Finance Approval Policy, Procurement Committee guide
Contract Administration for construction
Ensure all Construction projects are managed as per the approved Contract management process
Ensure pre-qualified contractors are in place Ensure project Payment request and monthly project update reports are submitted to NO Contract Administration
Ensure provisional and final acceptance of completed projects are carried out and send status update report to Contract Administration
Ensue performance bonds are recorded and monitored for expiration
Ensure contract administration templets are used as a standard formats for reporting and management of construction projects sent by HO to field offices
Warehouse and Distribution Management
Ensure Warehouses are managed as per Warehouse and Distribution policy such as the use of Bin card, GRN, GIT , and keeping the warehouse
clean and organized in CPOs & Aps
Facilitate the Annual inventory count in according to the Inventory count guideline and reports are submitted to HO
Ensure Periodic physical verification of stock items to ensure the existence and accuracy of stock keeping records
Ensue the most valuable goods and items are kept under lock and key
Ensure obsolescence and wastage are minimize by keeping acceptable inventory levels
Lead segregation of inactive and obsolete stock items in Cluster Program Offices and Aps annually, submit list of obsolete items with recommendation for appropriate decision making as per the Finance Approval policy
Fleet Management
Coordinate duties of all vehicle drivers at CPO and Aps level, schedule and assign them in proper manner, evaluate their performance appraisal.
Ensure safeguard of all vehicles and motor bikes to have appropriate insurance coverage, check incoming accident format, submit insurance claims for logistics team and follow for timely settlement of claims.
Ensure that WVE and Government office vehicle related policies are followed, and annual vehicles inspections are completed.
Coordinate selection of vehicles maintenance workshops, formulate preventive maintenance schedules and ensure for implementation of maintenance work in the outsourced service provider`s workshop.

People Management Supervision & coaching staff under supervision
Experience:
minimum 4- yrs/ out of which 2 yrs in supervisory level
Technical Training qualifications required: Professional technical skill desired
Excellent computer skills in Excel & Word
Demonstrated ability in support services supervision
Working knowledge of NGO operations and practices is an added advantage.
Good planning and organizational skills
Tact and diplomacy in dealing with staff-related to work environment needs
Ability to maintain effective working relationships with all levels of staff and public
Working Environment / Conditions:
Work environment: Office-based with frequent travel to the field
Travel: 15 % to domestic travel is required
On call: 20%
