Job Description
As a registered charity, founded in 1979, Action Against Hunger operates in 45 countries.
The international network of Action Against Hunger is represented in Paris, London, Madrid, Montreal and New York.
Teams in the field combat hunger on 4 fronts: nutrition, food security, health, water and sanitation.
General Assignment:
Implement the logistics policy of the mission to ensure good logistical performance, provide the best possible support to the supply chain, function, and build the logistics team capacity in this area.
To ensure the smooth running of the mission supply chain (planning, procurement, and transport, stock).
Duties and Responsibilities:
Optimize the management of procurements (Capital office requests, UBPRs & HQPRs)
To be responsible person for receiving and reviewing upper base PRs from different bases and capital; then, assign to the purchasers for further the procurement processes
Follow-up and collect PRs from Addis Ababa office and filed office as predefined schedules
Follow-ups the procurement status and share the updates to the bases and capital management team on weekly basis
To be focal person to deal with clearing agent and customs authority whenever there is an international order/shipment
Analyze the management of the various types of markets for the procurements made at capital office and bring to the attention of DCLM if there is anything that need further necessary actions
Ensure the follow-up of contracts is up-to-date
Ensure the use and the quality of PFU
Establish and keep up to date a catalog of the prices/ suppliers
Ensure application of the proper procedures
To be the focal person for communicating & follow-up with HQ for submitting HQPRs and follow-up with the status
Prepare/Review PD files & ask for Validation
To be the person responsible for prepare/review PD files and obtain validations as per the authorization threshold for the procurements done at each bases
To be the focal person for communicating & follow-up with HQ to obtain validation for
all PD files that need HQ review & validation
To be focal person to deal with clearing agent and customs authority whenever there is an international order/shipment
Planning of the supplies
Ensure timely preparation of PPP and SP and communicated to all concerned staffs
Ensure a monthly follow-up of the Supply Plan and update accordingly in collaborations with the base logisticians and program manager
Training of the Logisticians, the program managers and the field coordinators in the use of the PPP and the SP
Audit Related tasks
To be the focal person for reviewing and compiling audit related quires and coordinate with bases logisticians to collect necessary documents and provide feedback
Archiving
Archive procurement documents as per Action Against Hunger archiving procedure.
Reports for capital office Supply activities
Prepare procurement activities monthly report and submit within the reporting timeframe
Share updated Addis Ababa office PFU to all field offices on weekly basis
As part of the Logistics team, the supply chain Manager may be required upon workload and request from his direct manager to support his colleagues on temporary activities.
Job Requirements
Qualification and experience,
B.A. degree in Supply Chain and Logistics Management/Business Administration or equivalent field of studies and at least 5 years’ work experience on the similar position.
Required skills:
Experience in fleet management, stock management and asset management, in project cycle management, Good organizer, Rigour, Good analytical capacity, Team spirit, Good communication and relations with people
