About the RoleUnder the supervision of the Finance and Administration Manager, the Senior Finance Officer contributes to the overall success of StrongMinds Uganda strategic objectives by providing support in grants management, donor compliance & accountability, audits support, financial reporting and budgeting. In addition, he/she provides support in Procurement process to ensure value for money.
Grants Management, Donor Compliance and Accountability
Lead on donor compliance reviews and training for all staff
Allocating other organization’s expenses as per the donor allocation sheets
Provides operational support and oversight throughout the life cycle of an award (opportunity stage to close out).
Ensure donor compliance requirements are met
Conduct regular monitoring award review meetings including the Budget variance analysis to identify deviations in implementation progress and flag any unforeseen delays or requests for support to the member
Communicate upcoming reporting deadlines to the relevant implementing staff and coordinate report preparation processes where applicable
Ensure donor compliance during reporting in terms of templates and budgetary ceilings as applicable
With support from Finance and Administration Manager (FAM), provide leadership and technical assistance for all aspects related to grants management and reporting
Working with sub-grantees to ensure that they comply with donor guidelines and requirements
Carrying out grants pre-award assessment (financial due diligence) for all partners
Performing internal audit to sub-grantees and report any areas of concern to Regional Finance and Administration Manage
Budgeting and Budget Management
Provide technical support and guidance during preparation of the annual and mid-year budgets
Ensure that uploaded budgets on the system match with Board Approved Budgets
Prepare monthly Budget Monitoring Reports for all the programs/departments and work with budget holders to have appropriate justification for over/underspends
Participate in the preparation of donor proposal budgets
Review monthly and quarterly call downs for consolidation and submission to HQ
Provide technical support in revising budgets as proposed by the program team
Risk Management & Assurance
Conduct regular field visits and keep the FAM informed of all situations which have the potential to negatively impact internal controls or financial performance.
Support in implementation of internal controls of the organization as per policies in place.
Monitor and advise management on the changes in local legislation, accounting practices, tax-regulations and implement necessary changes as recommended by management.
Advise both finance and non-finance staff over matters of internal control compliance, periodically review the suitability of the existing controls to ensure they are adequate enough to minimize the risk
exposure of SMU but that they reinforce the proper implementation of programs. Recommend to management any controls that may be necessary to close any foreseen risks.
Month-end closure of books
Review reconciliation of all balance sheet accounts
Ensure that all monthly adjustments relating to accruals, prepayments, depreciation are accurately updated in the accounting system
Completing the monthly checklist and submitting it to the Finance and Administration Manager
Staff Capacity Building
Facilitate and provide training, technical support, guidance to the Accountant and Finance Assistant. In addition, conduct regular review meetings with them to discuss ways of improving performance.
Orientation of new staff in the finance processes/guidelines as and when required and conduct periodical refresher trainings to all SMU staff on finance and procurement policy requirements
Audit Support
Participate in internal, external and project audits by providing the necessary information as requested and explanations for any audit queries.
Support the Finance & Administration Manager in the follow up of audit recommendations
Job Requirements
Required Qualifications, Experience and Skills
A minimum of a Bachelor’s degree in Accounting or Finance
Full CPA, ACCA or other internationally recognized accounting qualification
A minimum of 8 years of working experience in accounting/finance department of an international NGO; with at least 2 years in a management role
Experience in grants management, donor reporting budget monitoring and financial reporting for donor grants
Familiarity with QuickBooks accounting system will be an added advantage
Good analytical skills and ability to present and report findings verbally and in writing
Strong analytical skills and strategic planning abilities. Computer literacy and excellent communication skills area must
Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
Highly developed interpersonal and communication skills including influencing negotiation and coaching.
Excellent time management and planning capacity.
