The purpose of this position is to manage data collection, data entry and cleaning, analysis and dissemination of results from a prospective, rigorous impact evaluation of the Education Cannot Wait Project and maintain the updated (digital) database of the programme.

Key Responsibilities

Data Collection, Cleaning and Merging:

  • Monitor the overall data collection process carried out by the implementing partners in the field and provide necessary technical support (Training, handling of technical issues, and installation and operation of necessary software applications) to the data collection facilitators.
  • Ensure the development and implementation of a qualitative and quantitative M&E system and oversee routine program monitoring activities.
  • Work with the Programme Manager to create a framework and procedures for the monitoring and evaluation of project activities.
  • Work with the Programme Manager to define and implement the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
  • Review data files and perform data cleaning operation to ensure all observations are uniquely identified and reported data is consistent.
  • Maintaining integrity and consistency in data while merging data files to produce clean data.

    Data Analysis:

    The Data Analyst will:

  • Construct variables in accordance with international and local definitions.
  • Perform data analysis using different statistical tools to produce required result for different reports.
  • Collate the data and its analysis and prepare various statistical reports as per the need of the programme.
  • Produce summary statistics of key outcome and covariate variables.

    Dissemination of Information:

    The Data Analyst will:

  • Provide necessary information to the team for producing monthly, quarterly, and annual reports including other relevant sectoral reports as per the need of the programme
  • Produce a written descriptive report following the approved template.
  • Performing any other duty assigned by Programme Manager related to information management.

    Key personal characteristics / skills include:

  • Bachelor’s degree or equivalent in relevant field, such as Statistics, Information Management, Information Communication Technology, Data Analysis, Health, Public Health, Social Sciences or Economics.
  • Minimum 5 years of experience working in database management. For
    candidates having Master’s Degree or equivalent in relevant field, minimum 3 years of experience.
  • Relevant experience in conducting, managing and designing fieldwork, and data collection for empirical research.
  • Excellent written English communication skills, with focus on research protocols, research papers and descriptive reports for diverse audience.
  • Exceptional organizational skills, ability to facilitate communication between various levels of management and work independently in order to meet deadlines.
  • Previous experience with project impact evaluation in development organizations is highly desirable.
  • Excellent proficiency in Microsoft Office and large datasets

    Position

  • This role will be based in Kitgum, with regular travel to head office in Kampala. This is a fixed term contract which will be in effect from January 2019 – 31st December 2019.
