Strategic Initiative for Women in the Horn of Africa Consultant – Leadership, Civic Engagement, and Local Governance Training Jobs in South Sudan

Scope Work for the Consultant

The consultant will be responsible for:

*Developing a training module tailored to young women’s leadership, civic engagement, and local governance in South Sudan. The module should be incorporated

*The 35% quota under R-ARCSS includes a practical analysis of existing gaps, challenges, and opportunities.

*The Women, Peace, and Security (WPS) and Youth, Peace, and Security (YPS) agendas (UNSCR 1325 and 2250) and their relevance to young women’s participation in governance and peacebuilding.

*Practical knowledge on local governance structures, electoral processes, and stakeholder engagement at community and municipal levels

2. Facilitating a two-day interactive training that;

*Explores leadership roles and opportunities within the local governance and political spaces

*Provides practical sessions on public speaking, negotiation, confidence-building, and leadership development.

*Utilizes group exercises, case studies, and scenario-based learning for effective knowledge transfer.

3. Delivering focused sessions on Strengthening young women participation in local governance, covering

*Understanding Local Governance: Exploring the structure, roles, and responsibilities of local government in South Sudan.

*Linking Local & National Politics: Examining how local governance connects to broader national decision-making and why young women’s engagement is critical.

*Practical Advocacy & Accountability: Providing strategies for young women to engage with government institutions, advocate for gender-inclusive policies, hold leaders accountable, and influence decision-making at local, state, and national levels.

4. Facilitating the development of individualized and collective action plans that outline strategies for sustained engagement in governance and leadership roles at local and national levels.

5. Documenting the training process, including

*Key discussions, insights, and lessons learned.

*Participant feedback and reflections.

*Actionable recommendations for sustaining young women’s political and civic engagement.

5. Deliverables

The consultant is expected to deliver the following:

*A comprehensive training module including detailed session plans, learning objectives, facilitation guides and pre and post training evaluation questions. Facilitation of a two-day training workshop with interactive sessions, group exercises, and case studies.
Resource materials for participants including slides, handouts, case studies, governance toolkits and templates for developing personal and collective action.

*A comprehensive post training report summarizing key discussions, immediate results, participant engagement, lessons learned, an analysis of the 35% quota implementation challenges and opportunities and recommendations for further capacity building and support

*Follow-up recommendations on how to sustain young women’s engagement in political and civic spaces.
