Role detailsReporting to the Chief Executive Officer, the job holder will be responsible for review of procurement and logistics strategy and process, adopting the appropriate organization, procedures and tools that guarantee and improve performance.
The job holder will ensure value for money on all procured items, quality service delivery and support other functions within the Sacco to enable effective & efficient achievement of their goals.
S/he will also ensure that procurement processes and procedures are in line with the Sacco’s policy, leading practice and governing laws.
Key Responsibilities
Develop and manage the procurement department including setting targets and monitoring performance.
Utilize leading practice in procurement procedures and tools to develop and implement the sourcing strategies.
Promote the effective management of suppliers to sustain value throughout the life of the contract.
Establish new processes and systems for effective procurement and logistics management across the company; develop and implement an e-Procurement vision.
Responsible for supplier performance evaluation and monitoring.
Provide support to business functions in managing the contract execution and ensuring compliance with contractual Service Level Agreements (SLA).
Manage supplier dispute resolutions and supplier satisfaction survey process.
Plan procurement strategies and conduct negotiations.
Support and ensure the effective functioning of the Procurement Oversight Committee and various Tender or Evaluation Committees.
Develop and execute annual departmental cost optimization targets for the annual Budget process.
Engage and collaborate with Legal department appropriately for contract database management.
Facilitate the preparation and execution of contract documents, in line with the award decision.
Review and improve the logistics processes, selecting and adopting appropriate tools that guarantee improved performance.
Ensure that the SLAs between the internal customers and the logistic supplier as per the process description, guarantees delivery as per the delivery orders.
Ensure inventory level
optimization with the concerned departments for working capital reduction.
Produce regular reports on performance by Procurement and Logistics department and provide comprehensive management information and in-depth analysis when requested including spend analysis, savings secured and potential savings – for forecast and budgets.
Provide monthly reports on KPIs for the Logistics inbound and outbound activities.
Minimum Requirements
Academic Requirements
A Bachelors’ degree in Purchasing and Supplies, Logistics, Procurement or a related field.
Experience Requirements
Minimum of eight (8) years’ experience in a supply chain management environment with at least three (3) in a similar role.
Full profession qualification in Charted Institute of Procurement and Supply (CIPS) and be registered with Kenya Institute of Supplies Management.
Membership to a reputable procurement related professional body.
