The Personnel Officer is the person responsible for carrying out Personnel administration and development. He/she is also responsible for providing support in recruiting, screening and hiring new employees in accordance with the requirements of the institution. He/she is also responsible for the proper settlement of the new employee through orientation as well as ensuring a favourable work environment for all employees.

Duties and Responsibilities

The following are the duties and responsibilities of a Personnel Officer: –

• Handling all Personnel related issues, liaising with and advising section heads in order to implement and develop personnel policies of the institution

  • Directly responsible for implementing any Personnel related policies, procedures or regulating laws

    • Ensuring that recruitment policies and procedures are adhered to from advertisement to acceptance

  • Responsible in coordination with other professionals, for inducting and orienting new employees into the organisation

  • Responsible for managing payroll with all related adjustments such as loans and advances in a timely manner ensuring accuracy

  • Tracking employee exits to ensure those who have left are not paid

    • Responsible for preparing monthly statutory deductions and submitting them to accounts for timely payment

    • Has the responsibility to develop/revise, implement/enforce applicable personnel policies as set out in the guidelines

  • Work in consultation with relevant technical staff to draw Job descriptions of different cadres and ensure all staff have Job descriptions

    • Maintaining staff personal details in an organised manner ensuring all required documents are in place

    • Responsible for ensuring that performance appraisals are regularly
    carried out

    • Ensuring that disciplinary policies and procedures are adhered to

    • Handling all personnel enquiries or directing them to where they can be assisted

    • Managing employee attendance and absences as per policy

    • Responsible for handling registration of Expatriates with relevant Councils within Uganda

    • Tracking Electricity consumption of staff accommodated in coordination with the electrical department and deducting excess consumption from individual staff’s salary on a monthly basis

    • Any other duties that may be assigned from time to time

    Person Specification

    • Up to date knowledge and understanding of employment laws of the land o Offer expert advise to managers on matters regarding personnel issues

    • A person of integrity, mild temperament with good listening skills and sound communication abilities

    • Sound interpersonal skills

    • A committed person with keen attention to details

    • Not more than 40yrs of age
