Purpose

The Capacity Strengthening Officer’s (CSO) function is to coordinate the implementation of capacity strengthening plans and activities for the consortium in order to increase their ability to perform core functions, solve problems, define and achieve objectives, understand and deal with
development needs. The CSO reports to the Regional Program Coordinator with matrix reporting
to Grants and Compliance Officer.

Responsibilities

  • Assess and coordinate inputs and expertise to develop and implement effective, tailored capacity strengthening services and support to USAID 4BetterHealth LIPs for timely delivery of planned activities, within the program budget and the overall program requirements.

  • Ensuring use of a flexible and adaptive approach that encourages experimentation and innovation of initiatives with an end goal of providing high quality support that leads to adoption, improvement, and sustainability.

  • Collaborate with FAM, MEL to organize and facilitate trainings in priority topics to strengthen LIP organizational systems to manage USG funds and ensure compliance with PEPFAR/USAID and SJCC rules and regulations.

  • Contribute to the development of training and learning modules and mentoring and coaching tools.

  • Strengthen LIPs capacity to effectively plan, implement, monitor, and evaluate the USAID program guided by relevant SOP’s and program guidelines that ensure compliance to child safeguarding, confidentiality, stigma & discrimination among others.

  • Collaborate with MEL Specialist in development of MEL plan, conducting Site Improvement through Monitoring (SIMS) and Collaborating, Learning and Adapting (CLA).

  • Strengthen LIPs organizational and leadership capacity through administering Technical, Organizational and Capacity Assessments (TOCA) to define strategic direction, manage change and adapt, forge partnerships, and position for sustainable growth.

  • Document and submit quarterly progress reports on program activities, outcomes, and partner performance.

  • Establish and build working relationship with likeminded public and private organizations
    who will
    complement the capacity building function.

  • Contribute to project design and development of quality project designs, concepts, and fundable proposals for SJCC.

    Qualifications: Education/Knowledge/Technical Skills and Experience

  • Bachelor’s degree in social studies, business administration, organizational development, community development or other relevant fields. Master's degree is an added advantage.

  • Minimum of 5 years of capacity strengthening experience, with an emphasis on organizational and systems strengthening, within a reputable NGO.

  • Experience with USAID-funded projects having served in a technical or operational role in a USAID funded project particularly in the public health sector, with demonstrated experience in both project and budget management and/or establishing, institutionalizing, maintaining and adapting/improving systems for country and project operations.

  • Experience with technology platforms/solutions and web-based systems highly preferred,
    and vast experience working with Microsoft 365.

  • Experience working with local and/or community-based organizations in Kenya.

  • Demonstrated program management experience with strong analytical and computer skills.

  • Demonstrated experience facilitating trainings and workshops.

  • Demonstrated commitment to participatory, strength-/asset-based and partnership-based
    capacity strengthening approaches and methodologies.
